The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures (Impact G.1): <br /> (a) Water the working face, excavation area, storage pile, unpaved roads, and all <br /> unvegetated soil areas frequently, adding a dust palliative(a non-toxic chemical <br /> suppressant, such as magnesium chloride (MgCl2) that attracts water molecules from the <br /> air), thereby keeping the surface wet for a longer period. Regarding the watering of the <br /> working face, a balance must be made between dust control and the generation of <br /> additional leachate. The landfill operator shall monitor dust levels and levels of leachate <br /> generated to determine when and where water should be applied. <br /> (b) The project sponsor shall seek to minimize the extent of areas exposed to wind <br /> erosion. Exposed surfaces, including stockpiles and other bulk materials with the <br /> potential to emit dust shall be stabilized with the application of water, chemicals, <br /> covered, or vegetated to the extent possible in accordance with the SJVUAPCD's <br /> Regulation 8030. On windy days, when dust plumes are present, active faces shall be <br /> watered down. <br /> (c) Plan and phase construction and closure operations such that they do not take place <br /> simultaneously on dry windy days. Schedule dusty activities on separate days. <br /> (d) Design the site ftllingplan to facilitate screening of the active face from prevailing <br /> winds, whenever possible, to minimize the amount of wind blown dust releasedPram the f <br /> working face. <br /> I <br /> (e) Haul trucks carrying airborne material shall be covered during transport and sprayed <br /> with water prior to dumping if it is shown that this would reduce dust emissions during <br /> off-loading activities within the landfill. <br /> a <br /> (f) The landfill operator shall restrict truck and equipment travel over loose, <br /> uncompacted unpaved surfaces. <br /> (g) Vehicle speeds on the project site shall be limited to 15 MPH. The main access road <br /> would be paved and maintained sufficiently to effectively y eliminate entrainment of visible <br /> dust emissions from vehicle travel in accordance with SJVUAPCD Rule 8040(control of <br /> fine particulate matter(PM10)from landfill disposal sites and Rule 8060(control of fine <br /> particulate matter(PM10)from paved and unpaved roads). <br /> Facts in Support of the Finding: <br /> The potential for generation of fugitive dust is discussed in Section IILG of the EIR.
