N
b. Generation of Criteria Air Pollutants
Potential Significant Impact(G.2):
Exhaust emissions from equipment and vehicle operations on the landfill would generate
additional criteria air pollution.
Finding:
Based upon the analysis in the EIR,maintenance of internal combustion engines and limiting of
idling will make impacts of emission of criteria air pollutants less than significant.
The following mitigation measures will mitigate these impacts to below a level.of significance.
Mitigation Measures(Impact G.2):
(a)All internal combustion engine driven equipment should be properly maintained and
tuned according to manufacturers specifications.
(b) The idling of all internal combustion equipment shall be limited to ten minutes at any
given time.
i
' Facts in Support of the Finding.'
The potential for generation of criteria air pollutants is discussed in Section III.G of the EIR. The
' measures above are designed to mitigate criteria air pollutants.
L c.Increase in Landfill Gas Generation
i.
ii
Potential Significant Impact(G.3):
f Disposal wastes would increase the amount of gas generated at the landfill.
Finding:
Based upon the analysis in the EIR,a landfill gas control system will make impacts of increased
landfill gas generation less than significant_
The following mitigation measure will mitigate these impacts to below a level of significance.
Mitigation Measure (Impact G.3):
'E (a) The proposed landfill gas control system would include a series of gas extraction
wells and connectors, a gas condensate collection system and a gas blower/flare. The
installation of a flare would require participation in the AB-2588 Air Toxics "Hot Spots"
Information and Assessment Act under California Health and Safety Code Section 44325.
The flare will not be required if the landfill gas is recovered for electric power
generation or other energy use.
- 39
