Facts in Support of the Finding:
The potential for groundwater contamination is discussed in Section IIIX of the EIR. The
measures above are designed to mitigate the effects of potential liner or leachate collection
system failure.
e.Impacts of Increased Leachate Production
Potential Significant Impact(K 6):
Project activities that increase leachate production from the existing landfill materials during
various phases could alternatively facilitate the remediation of local groundwater,or result in
groundwater contamination.
Finding:
Based upon the analysis in the EIR,use of the existing extraction wells will make potential
contamination of groundwater due to increased leachate production less than significant.
i
The following mitigation measure will mitigate these impacts to below a level of significance.
Mitigation Measure (Impact K.6):
(a) The extraction wells developed as part of the CAP shall he maintained and
monitored during Phases V and VI, to be employed as needed for the extraction of any
residual contamination by leachate.
Facts in Support of the Finding:
I
The potential for increased leachate production is discussed in Section IIIX of the EIR. The
measure above is designed to mitigate the effects of contamination of groundwater from
increased leachate production.
f.Potential Water Contamination from Damage to Liner and/or Leachate Collection System
I
Potential Significant Impact(K 7): j
i
groundwater contamination could result if differential settlement damaged the
Surface and/or grou g
liner and/or leachate collections stem of the vertical expansion portion of the landfill(Phases V
Y p
and VI).
Finding:
Based upon the analysis in the EIR,settlement of the existing landfill, final design of the vertical
expansion with additional liner components if needed, continued use of the existing extraction
wells, and review of the liner and leachate collection system for the vertical expansion upon
completion of the final design drawings will make potential water contamination due to liner or
leachate collection system damage from differential settlement less than significant.
46
