I
The following mitigation-measures will mitigate these impacts to below a level of significance.
Mitigation Measures (Impact K.7):
(a) Maximum preloaded settlement of the existing landfill would provide the maximum
period for settlement, and would take advantage of anticipated improvements in
geosynthetic technology that would occur over the next 35 years.
(b) The final design for the vertical expansion would, if necessary, include additional
components in the liner system, depending on fiture derential settlement on the liner
system.
(c) The extraction.wells developed as part of the CAP shall be maintained and monitored
during Phases V and VI, to be employed as needed for the extraction of any residual
contamination by leachate.
F
f (d)A review of the liner and leachate collection system for the vertical expansion over
the existing landfill shall be conducted by the appropriate responsible agencies upon
completion of the final design drawings.
i
Facts in Support of the Finding:
i
The potential for contamination from damage to the liner and/or leachate collection system is
discussed in Section IILK of the EIR. The measures above are designed to mitigate possible
water contamination from damage to the liner and/or leachate collection system.
} ,I
g.Potential Cumulative Effects of Leachate on ii Water and Air Quality E
Potential Significant Impact(K 8):
I' Potential seepage of leachate from the landfill expansion would cumulatively affect water quality
if not properly mitigated,and leachate treatment also could affect air quality. i
Finding.
Based upon the analysis in the EIR,Mitigation Measures K.5 and K.6 will also make potential
water contamination due to liner or leachate collection system damage from differential
settlement less than significant.
The following mitigation measures will mitigate these impacts to below a level of significance.
l
Mitigation Measures(Impact K 8):
Implement Mitigation Measures K 5 and K 6.
47
