When transferred to private ownership, the landfill will revert to the <br /> jurisdiction of San Joaquin County because it will no longer fulfill the legal requirement of City ownership or <br /> of use for public purposes. <br /> The General Plan Amendment will change the designation of the 297 acres in the City of Stockton from <br /> Public (P) to General Agriculture (AIG). The 105-acre balance is currently designated as General <br /> Agriculture(AIG).. <br /> Zoning <br /> As noted above, with the sale of the Austin Road Landfill to a private operator,the jurisdiction will revert to <br /> San Joaquin County. The County does not assign zone classifications to property in the city. The <br /> corresponding implementing zone for this property is AG-40 (General Agriculture, 40-acre minimum parcel <br /> size). The Zone Reclassification proposes to classify the 297 acres that will be deannexing from the City of <br /> Stockton to AG-40 and to amend the zone on the 105 acres in the County from P-F (Public Facilities)to AG- <br /> 40. <br /> USE PERMIT <br /> The Austin Road Landfill is located southeast of the City of Stockton, on the west side of Austin Road, <br /> approximately+2 miles south of Mariposa Road. Vehicular access to the landfill is from Austin Road on the <br /> east of the site. Approximately 182.5 acres are occupied by the existing Austin Road Landfill,consisting of <br /> a 166-acre active area and the original borrow pit and 16.5 acres for a flood control easement for the North <br />' Branch of the South Fork of Little Johns Creek,which separates the active area from the borrow pit. Of the <br /> 166-acre active area, approximately 45 acres are occupied by the borrow pit, and 121 acres are active <br /> landfill. A landfill gas collection system and electricity generation facility are installed at the landfill. <br /> The proposed 219-acre expansion of the Austin Road Landfill is to the north and southeast of the existing <br /> landfill operation. As shown in Figure 3, the expansion area consists of three separate parcels: the 125- <br /> acre site acquired from the California Youth Authority(CYA), the 83-acre site acquired from Albert Brocchini <br /> Farms, Inc. (Brocchini parcel),and the 11-acre triangular property acquired from the CYA. <br /> Land Use <br /> Adjacent land uses include the Forward Inc. Landfill to the south, agricultural lands to the east and west, <br /> and juvenile and women's prisons to the north. The Forward Inc. Landfill is approximately 1,200 feet south <br /> of the Austin Road Landfill and occupies 157 acres. It includes both Class II and Class III landfill units, is <br /> privately owned and operated, and is used exclusively by commercial waste haulers. <br /> The closest residences are at 9621 and 9690 Austin Road, about 1,250 and 1,700 feet, respectively,to the <br /> southeast of the existing landfill. The residence at 9621 Austin Road would be removed as part of the <br /> project(the occupant has been relocated). The residence at 9690 Austin Road would be within 500 feet of <br /> the proposed landfill. <br /> The Northern Califorimia Youth Center, a criminal detention facility, is located 1,900 feet-north of the Austin <br /> Road Landfill. With the proposed project, the borrow area would be approximately 300 feet from the <br /> detention facility. The Stockton Metropolitan Airport is approximately 7,500 feet west of the existing landfill. <br /> The Burlington Northern and Santa Fe Intermodal Facility, a 470-acre train/truck cargo transfer and storage <br /> facility,was approved on September 23, 1999, and will be located approximately one mile northeast of the <br /> Austin Road Landfill,along the Burlington Northern and Santa Fe railroad main fine. <br /> • 4 <br /> The 125-acre CYA parcel,directly north of the existing landfill, is restricted by the terms of acquisition to use <br /> .
