i
R
Page 65
IM13acts and Mitigation
i
Standards of Significance
According to'CEQA standards, a project that would cause an increase in`traffic that is substantial in
relation to the existing traffic load and the capacity of the street system is considered to have ai
s gmficant
adverse impact on the environment. The minimum acceptable level of service in areas of San Joaquin
County outside of a City's sphere of influence is LOS C. Because the study intersections are within the
City of Stockton's sphere of influence, however, the City's LOS objective of"D" was used to identify
significant adverse impacts.
Project Conditions
Project Trip Generation ,
Project trip generation estimates are based on trip generation at the existing landfill site. The peak hour at
this site is between 7.00 a.m. and 9:00 a.m. during the AM peak hour, and between 1:00 p.m, and 3:00
p.m. during the PM peak hour.
The existing trip generation was proportionately adjusted using the increase/growth for the proposed
expansion to derive total trip generation at build out. The difference between buildout and existing was
then taken as the additional project trips. Project trip generation estimates for auto and truck trips are
shown in Table D-5.
' a Table D-5
` Project Trip Generation Estimates
Conditions Vehicle Total AM PEAK HOUR PM PEAK HOUR
r
Type Daily In Out Tota!
