Draft Supplemental Environmental Impact Report Page I11-11 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> design, construction and operation of a centrally located and accessible, state-of- <br /> the art,environmentally-safe sanitary landfill which meets or exceeds local, State <br /> and Federal standards. <br /> • Support industrial and commercial growth in the County and surrounding <br /> communities by providing regional, centrally located and accessible Class II <br /> disposal capacity that no other currently permitted landfill in the County can <br /> provide. Class 11 disposal facilities provide for the environmentally safe <br /> containment of items such as contaminated soils,various types of construction <br /> and demolition wastes,ashes, and other materials that are critical to continued <br /> industrial and commercial growth and development in the County and <br /> surrounding regions. <br /> • Assist the County and surrounding regions in meeting the current California <br /> state legislative mandate for recycling or beneficially reusing the non-hazardous <br /> waste stream and thus diverting from landfilling, and also assist these <br /> communities in meeting increased state recycling and beneficial reuse goals,by <br /> providing for the recycling and beneficial reuse of several categories of waste <br /> materials received at the facility, such as green waste,wood waste, construction <br /> and demolition debris, shredder wastes, shredded tires, and other consumer <br /> recyclables. <br /> • Provide land area and facilities for an efficient, combined resource recovery and <br /> disposal operation to reduce or eliminate the need for solid waste to be delivered <br /> to multiple locations to achieve processing,beneficial re-use, and residuals <br /> disposal and thereby reduce green-house gas impacts and capital expenditures <br /> for improvements to roadways and associated infrastructure, such as transfer <br /> stations. <br /> • Provide disposal capacity for disaster related debris, such as from fires, floods, <br /> and earthquakes. <br /> C. SITE DESCRIPTION <br /> The existing Forward Landfill and surrounding land uses are described in III.0 Site Description, <br /> pages III-3 to III-9 of the 2013 Forward Landfill Expansion Final Environmental Impact Report <br /> (FEIR) and reproduced and updated below. With the exception of two changes to nearby <br /> approved and proposed projects,which are discussed in Adjacent and Nearby Land Uses, <br /> below, and the installation of a larger Landfill Gas to Energy plant to replace the smaller plant <br /> described in the 2013 FEIR, discussed under Existing Landfill Gas to Energy Projec!E*isfiFcg <br /> below,there have been no changes to the site <br /> description in the 2013 FEIR. <br /> Project Location and Access <br /> The existing Forward Landfill is located southeast of the City of Stockton at 9999 South Austin <br /> Road in Manteca, California (see Figure III.0-1). <br />
