Draft Supplemental Environmental Impact Report Page III-16 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> D.EXISTING LANDFILL CONDITIONS <br /> Existing conditions at the Forward Landfill are described in IIID Existing Landfill Conditions, <br /> pages III-10 to III-16 of the 2013 Forward Landfill Expansion Final Environmental Impact <br /> Report(FEIR), and are reproduced below, along with a discussion of Waste Management Unit <br /> (WMU)FU-17, created since the 2013 EIR was prepared. With the exception of WMU FU-17 <br /> and application of cannery waste, discussed under Permitted Waste Stream and G. Recent <br /> Projects at the Forward Landfill,below,no substantial changes have occurred to existing <br /> conditions at the landfill since the 2013 FEIR was prepared(see Figures III.0-2 and III.0-3). <br /> Existing Waste Management Units and Facilities <br /> The existing Forward Landfill consists of a number of Waste Management Units (WMUs), as <br /> shown on Figure III.0-3. The labeling of the WMUs has occurred in conjunction with site <br /> development. The existing Forward Landfill includes the approximately 123-acre original <br /> disposal area'of the former Austin Road Sanitary Landfill,which, unlike more recently <br /> constructed areas of the landfill, does not contain a base liner or leachate collection and removal <br /> system (LCRS). Figure III.0-7 shows typical cross-sections of the liner,the leachate collection <br /> trenches and pipes,and final cover. <br /> The first WMU established at the original Forward Landfill was an approximately 8-acre Class <br /> I'disposal area labeled WMU A, located on the eastern side of the site,near the main entrance <br /> facility. Hazardous and designated wastes, consisting primarily of industrial plant process <br /> waste,were disposed of in WMU A from 1979 through 1984, and the unit was closed in 1989. <br /> WMUs B and B-North are Class III units encompassing a combined area of approximately <br /> 15 acres. The waste in WMU B consists primarily of nonhazardous solid wastes,while <br /> WMU B-North contains inert wastes. WMUs B and B-North began operations in the late 1970s. <br /> WMU B-North is temporarily inactive and WMU B is near capacity. <br /> WMU C, an approximately 4-acre Class III unit, overlies the south end of WMU A. Because <br /> WMU A is a Class I unit, a compacted clay dike was constructed in the north end to separate the <br /> hazardous WMU A wastes from the nonhazardous WMU C wastes. In 1994, the western <br /> portion of the waste in WMU C was overlain by a liner and LCRS, and municipal solid waste <br /> and designated wastes were placed over the liner. Only municipal solid waste and not <br /> designated wastes were placed over the portions not underlain by an interface liner and LCRS. <br /> 6 The former City of Stockton's Austin Road Sanitary Landfill(now the northern portion of the current <br /> Forward Landfill)consisted of a total of 410 acres,as mentioned above. The 410 total acres included <br /> various non-disposal uses,as well as the original disposal area of 123 acres. <br /> 7 Hazardous(Class I)wastes are defined by California law,and include wastes specifically listed because <br /> of their known hazardous natures,and wastes that show any of the characteristics of a hazardous waste <br /> (ignitability,corrosivity,reactivity,and toxicity). Designated(Class II)wastes are defined as <br /> nonhazardous wastes that contain pollutants that could be released in excess of water quality objectives <br /> or could cause degradation of waters,or hazardous wastes that have been granted a variance by the <br /> California Department of Toxic Substances Control(DTSC)to be disposed in a Class II unit.
