Draft Supplemental Environmental Impact Report Page I-3 <br /> Forward Inc. Landfill 2018 Expansion Project <br /> fill capacity by approximately 8.142 million cubic yards (cy), from approximately 15.7 <br /> million cy currently permitted to approximately 245-million cy. <br /> • Landfill expansion would allow disposal at the landfill to continue until <br /> approximately 2036, a six-year increase from the current anticipated closure date of <br /> 20303. <br /> Site operations would remain mostly as described in the 2013 FEIR. The complete 2018 Ex- <br /> pansion Project, including the components that are unchanged, is also summarized in Chap- <br /> ter III, Project Description. <br /> C. CEQA REQUIREMENTS FOR A SUPPLEMENTAL EIR <br /> This Supplemental EIR has been prepared in compliance with CEQA and the CEQA Guide- <br /> lines, as amended. A Supplemental EIR, as defined in CEQA Guidelines Section 15163, is <br /> intended to evaluate changes to a project analyzed in a certified EIR, when those project <br /> changes could result in new or more substantial impacts —or require new or altered mitiga- <br /> tion measures or project alternatives — beyond those already identified in the certified EIR. <br /> CEQA Guidelines Section 15162, referenced in Section 15163, lists the conditions requiring <br /> preparation of a Subsequent or Supplemental EIR: <br /> r • Substantial changes are proposed in the project which will require major revisions of <br /> the previous EIR or negative declaration due to the involvement of new significant <br /> environmental effects or a substantial increase in the severity of previously identified <br /> significant effects; <br /> • Substantial changes occur with respect to the circumstances under which the project <br /> is undertaken which will require major revisions of the previous EIR or negative dec- <br /> laration due to the involvement of new significant environmental effects or a substan- <br /> tial increase in the severity of previously identified significant effects;or <br /> • New information of substantial importance, which was not known and could not <br /> have been known with the exercise of reasonable diligence at the time the previous <br /> EIR was certified as complete or the negative declaration was adopted, shows any of <br /> the following: <br /> (A) The project will have one or more significant effects not discussed in the <br /> previous EIR or negative declarations; <br /> (B) Significant effects previously examined will be substantially more severe <br /> than shown in the previous EIR; <br /> (C) Mitigation measures or alternatives previously found not to be feasible <br /> would in fact be feasible and would substantially reduce one or more signifi- <br /> cant effects of the project, but the project proponents decline to adopt the <br /> mitigation measure or alternative;or <br /> }The 2013 FEIR estimated closure dates with and without that project of 2039 and 2021-respective y. However.2014 estimated closure dates <br /> with and without the 2013 FFsIR project are 2045 and 2026.res ecdvely. This is detailed in Section ITLA in the Project Description. <br />
