Landfill 2018 Expansion Project <br /> is established, then a plan for mitigation of impacts tot e resourceshould be <br /> submitted to the San Joaquin County Community Development Department for <br /> approval before any construction related earthmoving activities are allowed inside <br /> the zone designated as archaeologically sensitive by the project archaeologist and <br /> Native American monitor.The plan must result in the extraction of sufficient <br /> volumes of non-redundant archaeological data so as to address important regional <br /> research considerations, must be performed by qualified professionals, and must <br /> result in detailed technical reports. Mitigation can take the form of additional data <br /> retrieval through hand excavation coupled with archaeological and Native <br /> American monitoring of all soils from the archaeologically sensitive zone. <br /> Monitoring is aimed at identifying, recording and/or removing archaeological <br /> materials and information for analysis, and also serves to limit damage to human <br /> remains(non-destructive analysis), a typical component of both seasonal and year- <br /> round villages in the valley. <br /> (c)The project sponsor shall allow only a qualified archaeologist, and a Native <br /> American monitor to collect any prehistoric cultural resources(except human <br /> remains and burial associated grave goods) discovered on the site. During a pre- <br /> construction meeting the qualified archaeologist and Native American monitor <br /> would review with the construction crews the types of archaeological materials that <br /> could be present at the site, and that if any construction personnel observes any <br /> potential archaeological materials that they inform the archaeologist and Native <br /> American monitor of the location of the potential resource. <br /> Should buried,unforeseen archaeological deposits be encountered during any <br /> project construction activity,work shall cease within a 50-foot radius of the <br /> discovery.The County shall ensure that a qualified professional archaeologist who <br /> meets the federal Secretary of the Interior's Standards in archaeology is retained to <br /> assess the significance of the find and recommend avoidance or treatment <br /> measures;work shall not resume until appropriate treatment has been completed. <br /> In the event that human remains or any associated funerary artifacts are discovered <br /> during construction, all work shall cease within 50 feet of the discovery and, in <br />
