Gau <br /> Sub : MS-93-108 (Costamagna) <br /> Date: 1-20-94 <br /> Page: - 3 - <br /> PROJECT DESCRIPTION: <br /> This is a Minor Subdivision of 54 acres to create a 5-acre homesite and a 49-acre parcel. The General <br /> Plan designation for this site is A/G (General Agriculture), and the zone is AG-40. This site is not under <br /> Williamson Act Contract. <br /> BACKGROUND: <br /> On November 11, 1984, the Planning Commission approved Minor Subdivision No. MS-85-17 to create <br /> an owner-operator homesite for Ernie Costamagna (APN 250-210-01). On November 7, 1985, the <br /> Planning Commission approved Minor Subdivision No. MS-86-8 to create an owner-operator homesite <br /> (APN 253-320-16) for Ernie Costamagna and John Pereira. That application was a request for two owner- <br /> operator homesites; however, only one homesite was approved. <br /> ISSUE: <br /> As noted in Findings No. 1 and 2, this application is inconsistent with this General Plan objective due to <br /> the creation of multiple homesites and the creation of previous homesite parcels, resulting in the <br /> fragmentation of agricultural lands. <br /> Agricultural Policy No. 7 states that there shall be no further fragmentation of land designated for <br /> agricultural use with three exceptions. One exception under which this and other homesite subdivisions <br /> have been filed is: <br /> 'Parcels for homesites may be created, provided that the General Plan density is not exceeded.' <br /> The proposed subdivision, while consistent with Agricultural Policy No. 7, is not consistent with Objective <br /> No. 1 due to the fragmentation of agricultural land. In order to be approved, the project must be <br /> consistent with all pertinent General Plan Objectives and Policies. <br /> TG/CM/blm <br /> Attachments <br />
