Gau <br /> Sub : MS-93-109 (Costamagna, et al) <br /> Date: 1-20-94 <br /> Page: - 3 - <br /> PROJECT DESCRIPTION: <br /> This is a Minor Subdivision of two parcels totaling 91.6 acres to create a 3.6-acre parcel, two 10-acre <br /> homesites, and two 34-acre parcels. The General Plan designation for this site is A/G (General <br /> Agriculture), and the zone is AG-40. This site is under Williamson Act Contract. <br /> BACKGROUND: <br /> On May 15, 1984, the Planning Division approved Parcel Map No. PM484-121 of Mary Ormonde to create <br /> three homesites for family members Gloria Costamagna, Berton Costamagna, and Franklin Costamagna <br /> (APN 213-100-23, 24, and 25, respectively). This application will effectively enlarge the homesite created <br /> for Berton Costamagna (currently owned by Ernie and Gloria) and create two new 10-acre homesites. <br /> Assessor records indicate that APN's 213-100-23 and 25 are currently owned by Mary Ormonde, et al. <br /> ISSUE: <br /> As noted in Findings No. 1 and 2, this application is inconsistent with this General Plan objective due to <br /> the creation of multiple homesites and the creation of previous homesite parcels, resulting in <br /> fragmentation of agricultural lands. Agricultural Policy No. 7 states that there shall be no further <br /> fragmentation of land designated for agricultural use with three exceptions. One exception under which <br /> this and other homesite subdivisions have been filed is: <br /> 'Parcels for homesites may be created, provided that the General Plan density is not exceeded.' <br /> The proposed subdivision, while consistent with Agricultural Policy No. 7, is not consistent with Objective <br /> No. 1 due to the fragmentation of agricultural land. In order to be approved, the project must be <br /> consistent with all pertinent General Plan Objectives and Policies. <br /> TG/CM/blm <br /> Attachment <br />
