The work plan is
approved with the following comments and conditions.
The work plan proposes locating wells within a 1000 feet radius of the site. The
Tri-Regional Board Staff Recommendations Appendix A requests that all private,
municipal, and irrigation wells within 2000 feet of the site be identified, so the
area for locating wells should be extended to within 2000 feet. Many of the wells
in this area were installed prior to the requirement of submittal of well logs to the
i Department of Water Resources or the requirement to obtain a permit from our
agency for installation of a well. Therefore, visual identification of wells serving
parcels within 2000 feet of your site on Eleventh Street, Chrisman Road, and
I Cabe Road by you or your consultant is the best method for locating the wells.
I San Joaquin County well standards require that monitoring wells in areas of
contamination be destroyed by "overdrilling" (removing all material within the
original borehole) and filling the hole with grout. Therefore, monitoring wells
MW1, MW2, MW101 must be overdrilled and grouted. Monitoring wells MW3,
MW4, MW5, MW6 and MW7 can be destroyed as proposed in the work plan.
In planning the location for a new domestic well, there are required horizontal
distances from property lines, and potential sources of contamination and
pollution that have to be met pursuant to the San Joaquin County well standards
(copy of sections of well standards enclosed). At this site the septic system, the
former underground storage tank contamination area, and the sump/wash down
area would be sources of pollution or contamination. Also, there is a minimum
depth for the annular well seal of 100 feet. Local conditions such as the
contamination at this site and the "Tracy Defense Distribution" site may require a
200 feet depth for the annular well seal. Corcoran clay may be encountered at
this depth so the new well may have to be drilled very deep. Otherwise
application for a variance for the 200 feet depth annular well sealmay be made.
A Division of San Joaquin County Health Care Services
