Background <br /> On December 3, 1992,the Planning Commission approved Quarry Excavation Permit No. QX-91-5 subject to <br /> Findings and Conditions of Approval, which are attached for your information. The excavation is to occur on <br /> 736 acres of an 820-acre site to a depth of approximately 150 feet. The permit is approved for phasing over a <br /> period of 50 years. 1 <br /> On September 16, 1993, the Planning Commission approved a Revisions of Approved Actions for Teichert <br /> Aggregates to amend Condition of Approval No. 6.b. relative to State Fish and Game and U. S. Fish and <br /> Wildlife requirements. <br /> On November 7, 1996,the Planning Commission amended Condition No. 2.c. to have a different road section <br /> design for inbound and outbound trucks. The outbound trucks will be required to have a thicker roadway <br /> 4 structural section. <br /> On March 20, 1997, the Planning Commission approved a one-year Time Extension to December 14, 1997. <br /> The Conditions of Approval have all been completed by the December 14, 1997, expiration date, except for <br /> the Bird Road improvements,which are currently being constructed. These improvements have been bonded, <br /> and therefore,this condition has been deemed complete,which is consistent with other projects. <br /> Analysis <br /> This application is a request by Teichert Aggregates to revise Department of Public Works Condition of <br /> Approval No. 2.c. Teichert is requesting that this condition be clarified to only require improvements to <br /> Biewett Road if the main access to the plant site is off Blewett Road: Teichert is also requesting that the <br /> improvements to Bird Road south of Blewett Road be built to a 50-foot-wide right-of-way standard <br /> instead of the 60-foot-wide right-of-way standard currently required. Public Works has reviewed the <br /> applicant's proposal and is in general agreement but is recommending that the applicant's proposed <br /> wording be modified slightly.
