Findings Adopted on December 3, 1992, for Quarry Excavation Application_ No. <br /> QX-91-5 <br /> I <br /> 1. The proposal is for the removal of regionally significant or substantial deposits of mineral <br /> resources and not for the removal of prime farmland. <br /> This Finding can be made because the project site is located within an MRZ-2 <br /> zone, topsoil will be stockpiled, and the site will be returned to agricultural uses <br /> following reclamation of the excavated areas of the project site. <br /> 2_ The proposed reclamation of the property upon completion of the excavation will leave the <br /> property in a condition that will allow its reuse. <br /> This Finding can be made because the top five feet of the reclaimed soil in all <br /> excavated areas will be mixed and placed according to the standards developed <br /> by the Environmental Impact Report (E1R) to maintain the site's agricultural <br /> fertility. The agricultural viability of the excavated areas will be improved by the <br /> removal of sand and gravel from the root zone. <br /> 3. „ Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements in the vicinity. <br /> This Finding can be made because all but one of the potentially significant, <br /> I� adverse environmental .impacts associated with the project can be mitigated to <br /> less than significant levels.
