At
this time, Granite proposes, as a replacement for the almond trees, to plant and maintain a
single row of evergreen tress around the perimeter of the excavation site.
Location
The Vernalis site is located in the southwest portion of San Joaquin County,
approximately seven (7)miles southeast of Tracy, CA (Figure 1.). The project comprises
portions of Sections 6 and 7 Township 4 South, Range 6 East MDB&M. The total project
area consists of five (5) separate parcels of land, which are identified as Assessor Parcel
Numbers (APN) 265-08-010,011, and 012, and 265-12-016 and 006 (Figure 2). The
Project site comprises 379.66 acres and is located directly north of Interstate 5 and
Interstate 580 freeway junction. Bird Road is adjacent to the west side of the site. Access
to the site is provided from Bird Road via State Route 132, which is located
approximately 1.7 miles north of the project entrance gate (Figure 3).
History
On Ocobt 30. 1997a permit to mine(QX-94-1)was approved for 380 acres of a 501
acre site, an area limited to the area north of I-580. Production was approved for
approximately 2,000,000 tons per year, with processing activities consisting of crushing,
washing, sizing, and sorting of sand and gravel resources.
On April 3, 1998, Granite Construction Company(Granite) assumed ownership and
operational responsibilities for the site from Brown Sand and Gravel. In January 1999,
Granite declared that the site was idle due to the economic climate at that time. In March
of 1999, an Interim Management Plan was submitted to the San Joaquin County
Community Development Department, and operated under this plan until December
2000, at which time a start up plan was filed and enacted. This site has since been placed
classified as idle, and is operating under an amended Interim Management Plan.
Current Site Conditions
At this time historical mining and processing operations have been confined to the
southerly 43 acres of the project site (APN 265-12-006), south of Hospital Creek.
Excavations have been completed to a depth of approximately 35 feet. In addition to the
existing excavations and drying ponds, the disturbed area includes the area where the
processing equipment was located and stored. At this time, the processing plant has been
removed.
2
