i <br /> - Kerry Sullivan <br /> COMMENTS ON DEVELOPMENT <br /> PA-0300507 (SA) <br /> 4. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> 5. Verification shall be obtained from the Solid Waste Division (468-3066)that this development <br /> has met.the requirements of the Waste Plan Format for Development Projects. Final Site flan is <br /> required upon submittal of verification. <br /> 6. Applicant shall obtain a Storm Water Pollution Prevention Plan(SWPPP)permit from the State <br /> Water Resources Control Board prior to the beginning of any construction. <br /> 7. Payment of drainage trust funds for the Lockeford Drainage Area 26B is required for this project. <br /> The fee currently is $6, 948.96 per acre. The fee shall be automatically adjusted on January 1 and <br /> July 1 of each year by the Engineering Construction Cost Index as published by the Engineering <br /> f News Record. The fee is due and payable at time of building permit application. <br /> 8 <br /> STAA type trucks will be prohibited access to the site until designation of the site as terminal <br /> access facility is obtained through San Joaquin County Traffic Engineering Division. <br /> 9. A haul route for the proposed facility shall be approved by the Department of Public Works. The <br /> portion of Brandt Road west of the site shall not be used as a haul route for the facility. The <br /> applicant shall be responsible for ensuring that vehicles servicing the facility restrict their <br /> operations to the approved haul route. Failure of the applicant to enforce haul route restrictions <br /> will be cause for the County to review the applicant's performance under this Site Approval and <br /> take possible disciplinary action. <br /> 10. A Maintenance Agreement to ensure that all County roads utilized as approved haul roads are <br /> maintained to a condition acceptable to San Joaquin County.shall be executed by the applicant. <br /> The Maintenance Agreement shall remain in force for the duration of the operations under this <br /> permit.The Maintenance Agreement shall be completed prior to issuance of Certificate of <br /> Occupancy. <br /> 11. A security bond or other instrument in an amount and form acceptable to the Department of <br /> Public Works shall be deposited with the Department. The bond will guarantee that if the <br /> permittee fails,refuses or neglects to repair, under permit, any damage to any County roads along <br /> the haul route resulting from permittee's operation,the Department of Public Works may use the <br /> funds to restore County roads to equal or better than original condition. The amount of deposit or <br /> security required may be adjusted at the discretion of the Director of Public Works.
