The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road to result in a 42-foot- wide right-of-way from the centerline of Brandt Road to the property across the parcel's frontage. A $225.00 fee currently is required for processing, per Development Title Table 9-240.2,in addition to a copy of the Grant Deed. d. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable at the time of building permit application. The fee currently is 151.36 per daily trip-end generated in s the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost lndex as published by the Engineering News Record. A credit may be allowed if it can be verified that the existing development on the site was in operation on or after April 23, 1990. (Resolution R-96-592) e. A copy of the Final Site Plan shall be submitted prior to the release of building permits. The Final Site Plan shall delineate the future right-of-way on Brandt Road for setback purposes. f. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has addressed the items on the attached Waste Plan Format for Development Projects. 3. PUBLIC HEALTH SERVICES (Staff Contact: Ted Norgard,468-3443) a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank usage must be performed prior to the issuance of building permits, as required by Section 9- 1105.2(d)of the San Joaquin County Development Title. A nitrate loading study is required, and a review fee of$390.00 must be paid at the time of submittal to the Environmental Health Division. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the E.P.A. design manual for on-site wastewater treatment and disposal systems is required for f each parcel. A permittee of$78.00 per percolation hole is required. b. Construction of an individual sewage disposal system under permit and inspection by the Environmental Health Division is required at the time of development (San Joaquin County Development Title Sections 9-1110.3 and 9.1110.4) I c. Construct a water well under permit and inspection of the Environmental Health Division prior to occupancy. Should the numberof non-residentindividuals exceed 24 for at least 60 days per year, or the number of service connections exceed four,a yearly permit to operate a public water system will be required by Environmental Health Division(San Joaquin County Develop mentTitle 22, Sections 9-1120.2 and 9.1115.9). The supplier must posses adequate financial,managerial,and technical capability to ensure delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County Development Title Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 through 116570. d. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an approved landfill in accordance San Joaquin County Ordinance Code Section 5-2400. e. if hazardous material is stored on the site, the applicant must register with the County Office of Emergency Services. f.
