Analysis <br /> Background <br /> There is an existing approved Major Subdivision (SU-91-15) on the project site already, which will expire on <br /> December 8, 2003. The applicants are seeking a new subdivision to add additional parcels and omit the 26- <br /> acre lake. <br /> The following is a chronology and summary of the past application activity on the subject property: <br /> • December 11, 1990 <br /> o Certified Environmental Impact Report ER-90-3 1995 General Plan designation from <br /> Agriculture to Low Density Residential. <br /> • September 12, 1991 - <br /> o Certified Environmental Impact Report ER-90-3 <br /> o Approved Zone Reclassification Application No. ZR-90-5 to change the zoning from AG-40 <br /> (General Agriculture-40 acre minimum) to R1-8 (Residential-single family/8,000 square foot <br /> minimum). The underlying project was Major Subdivision Application No. SU-91-15. <br /> • July 27, 1992 <br /> o Approved final 2010 General Plan <br /> o Zoning changed from R1-8 to AU-20 (Agriculture-Urban Reserve-20 acre minimum) <br /> because the applicants for SU-91-15 had not yet secured the required "will-serve" letter i <br /> from the Lockeford Community Service District for public water and sewage disposal. <br /> • November 24, 1992 <br /> o Approved Zone Reclassification Application No. ZR-92-13 to change the project site's zone <br /> R-L Residential-Low Density)des ( <br /> designation from AU 20 to to conform with its General Plan <br /> 9 <br /> 2010 designation. v <br /> • December 8, 1992 <br /> o Approved Major Subdivision Application No. SU-91-15 for a vested 218-lot residential <br /> subdivision with a 26-acre lake, recreation center, a library/fire station site, a park site, and <br /> four lots containing 26.9 acres that would be further subdivided at a later date to <br /> accommodate 79 single-family, detached, clustered residences.
