r <br /> t <br /> a <br /> Environmental Review <br /> The Initial Study for this project was prepared pursuant to Section 15152 of the California Environmental <br /> Quality Act (CEQA) Guidelines (Tiering). The Initial Study incorporated by reference ER-90-3, River Oaks <br /> Project, Lockeford, California (SCH 89020016). The CEQA Guidelines encourage agencies to "tier" the <br /> environmental analyses that they prepare for separate but related projects. A subsequent EIR is not <br /> required if the Initial Study or other analysis finds that all significant effects that may be caused by the <br /> project were adequately addressed in the prior EIR. <br /> The Negative Declaration was circulated to the State Clearinghouse(SCH 2002022105). No state agencies <br /> submitted comments by the April 3, 2002 closing date. Traffic, noise, and biological studies were prepared <br /> to identify any new potentially significant impacts. All potentially significant impacts identified in the <br /> additional studies can be mitigated to less than significant with the recommended Conditions of Approval. <br /> General PlanlZonin4 <br /> The site is designated R/L (Residential-Low Density) on the General Plan and is zoned R-L (Residential- <br /> Low Density). The project site is located within the. Urban Community of Lockeford. According to General <br /> Plan Volume 11 (pp. VI-15), the minimum parcel size in the Residential-Low Density designation in'Lockeford <br /> shall be 8,000 square feet The proposed Tentative Map is consistent with the density requirements (2-6 <br /> dwelling units/gross acre)and policies contained in the General Plan. <br /> Land Use <br /> A mobile home park and vacant parcel zoned P-F(Public Facility) is located north of the site. To the east is <br /> a combination of residential development, agriculture, and Bear Creek. South of Brandt Road is agricultural <br /> land currently planted in vineyards. Across Jack Tone Road to the west is residential development and <br /> agricultural land. <br /> Loss of Agricultural Land <br /> According to the San Joaquin Important Farmland Map(Dept. of Conservation), 90 acres of the land <br /> proposed for development is classified as Farmland of Local Importance. The loss of 90 acres of this <br /> land is considered a significant loss of agricultural land. By providing one of the following mitigation <br /> measures, this impact can be reduced to less than significant: <br /> 1. By providing water supply for agriculture. <br /> 2. By assisting agriculturalists in developing restoration and conservation projects. <br /> 3. By purchasing and combing smaller parcels to make agriculture more viable. <br /> 4. By conducting or funding flood plain restoration projects that benefit agriculture. <br /> 5. By developing or funding buffer zones between urban development and agricultural land. <br /> 6. By improving levees to protect agricultural land from flooding. <br /> 7. By conducting or funding erosion control projects that benefit agriculture. <br /> 8.
