Noise <br /> Brown-Buntin Associates, Inc., conducted a noise study which concluded that, with the recommended <br /> mitigation measures, noise impacts could be reduced to comply with the exterior noise standards of San <br /> Joaquin County. In addition, the recommended mitigation measures provided by the noise analysis is <br /> already addressed by the requirement of Development Title Section 9-1150.10, which requires, at minimum, <br /> that a six-foot-high masonry wall be constructed along any public roadway to which access is prohibited <br /> (see Condition 1.f.). The Department of Public Works is requesting that access to residential lots along Jack <br /> Tone Road and Brandt Road be restricted (see Condition 3.p. &3.w.). <br /> Air uaii <br /> The previously conducted EIR identified air quality as a project related significant impact. Project related air <br /> pollutant emissions (carbon monoxide, ozone, and PM-10) would exceed the San Joaquin County Air <br /> Pollution Control District's thresholds for significance and would incrementally contribute to regional air <br /> quality problems. San Joaquin County is a non-attainment area for ozone and PM-10. As a result, the <br /> Board of Supervisors adopted a Statement of Overriding Consideration for air quality impacts that could not <br /> be mitigated to less than significant It was determined, however, that the'significant environmental effects <br /> would be substantially lessened through implementation of dust control measures as required by the San <br /> Joaquin Valley Unified Air Pollution Control District during all construction and grading on the site. <br /> Neighborhood opposition <br /> The Community Development Department received sixteen (16) letters regarding this project: fourteen (14) <br /> letters in opposition and two (2) letters in support. The opponents are primarily concerned about the <br /> impacts that traffic, air pollution, lack of park and recreational space, loss of habitat, and lack of public <br /> service availability will have on their community as a result of this subdivision.
