s <br /> 1 I <br /> 4. August 30, 2000, received letter from U. S. Army Corps of Engineers that they have <br /> reviewed Moore Biological Report and request that the wetland delineation report be <br /> submitted to them. <br /> 5. September 18, 2000, received copy of Moore Biological Report's Biological <br /> Assessment of the 125 acre Lockeford Oaks Prosect site. The report recommends <br /> pre-construction survey for nesting Swainson's hawks and states that the loss of <br /> foraging habitat is a cumulatively significant impact, requiring mitigation. <br /> 6. October 3, 2000, received LCSD letter and a copy of"conditional" Will-Serve Letter <br /> (August 10, 2000) for water and sewer capacity. The Will-Serve letter expires in <br /> three years. <br /> 7. January 31, 2001, received copy of Final Traffic Impact Study for Lockeford Oaks <br /> Subdivision (SU-00-01). Department of Public Works and Caltrans are reviewing <br /> the report. <br /> GENERAL PLAN AND ZONING <br /> The Residential Low Density zone designation's minimum lot size is 8,000 square feet <br /> with a minimum lot width of 60 feet. The Residential Low Density zone permits parcels <br /> to a minimum of 6,000 sq. ft.,-however, Volume Ii of the General Plan controls policies <br /> F specific to the Urban Community of Lockeford that requires a minimum parcel size of <br /> 8,000 sq. ft (Volume II, page VI-15). <br /> A General Plan Implementation Specific to Lockeford requires "An archaeology study <br /> and report shall be required for all discretionary applications ... within 100' of the <br /> centerline of Bear Creek...." As part of the EIR prepared for the original River Oaks <br /> project, a Cultural Resource survey was prepared. Because of recent changes in the <br /> California Environmental Quality Act (CEQA) relative to cultural resources (Section <br /> 15064.5)this study will need, at a minimum, to be revised to conform to current <br /> requirements. <br /> A General Plan Policy Specific to Lockeford pertains to a portion of the subject property. <br /> E The policy states " The oak grove south of the Lockeford Elementary School shall be <br /> protected." The oak grove on the property is not part of the project area to be <br /> subdivided. The project is consistent with the above policy. <br /> FUTURE PARK <br /> Representatives from the Lockeford Community Service District(LCSD) have spoken <br /> with the Community Development Department about establishing a park in the vicinity of <br /> the project. There are ongoing discussions with the Parks and Recreation Department <br /> that may affect this project. <br /> ENVIRONMENTAL <br /> When the applicant submits a full application, an Initial Study will be prepared to assess <br /> the potential impacts the project may have upon the environment. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> i General Plan consistency, public improvement requirements, preliminary design <br /> constraints and opportunities and major environmental and safety issues.
