Back in August of 2000 Mr. Pestana was <br /> issued a"conditional" will-serve letter for his project (SU-00-1), At that time there were <br /> 89 sewer credits available that Mr. Pestana could purchase to start his project. Presently <br /> only 50 sewer credits remain, the rest having been purchased by other developers. As <br /> stated in the will-serve letter, should Mr. Pestana fail to purchase all 89 sewer credits he <br /> will be required to fund all improvements to the wastewater treatment plant and disposal <br /> system to accommodate the first phase of his project. At this time the disposal issue.is of <br /> major concern since no land seems to be available in the area for disposal, though th<. <br /> District is in active pursuit of such. <br /> Secondly I must comment on the groundwater situation in this area. Everyone <br /> is well aware of the ongoing depletion of groundwater supply in this area having been <br /> well discussed in the local newspapers for quite sometime and now compounded by the <br /> threat of power blackouts which will add to the strain of the District infrastructure. I Dope <br /> that your department will take these factors into consideration when reviewing this lPre- <br /> application, Sl:_.T-00-1) and take a hard look at whether or not this project as it stands now <br /> at i09 homes will ultimately detract from the Districts ability to serve its customers as <br /> they are presently served. <br /> Lastly the issue of parks and recreation and the fact that previous owners nr <br /> this property had they decided to build would have had to deed a 6.6 acre park to the <br /> community of Lockeford in what is now known as the (oak grove)just north of the <br /> project site. i add this to the above comments only to make the Development Committee <br /> aware of the intentions LCSD Board of Directors should the Committee approve this <br /> project. <br /> Sincerely, <br /> Joseph Salzman <br /> District Manager <br /> LCSD <br />
