SAY
tocztr 2 i 2001 LOCKEFORD COMMUNITY
. '
Gommunq Development Dept. SERVICES DISTRICT
Post Office Box Z, Lockeford, California
(209) 727-5035 Fax (209) 727-5204
Mr. Jim Van Buren 5-16-01
San Joaquin County
Community Development Dept.
1810 East Hazelton
Stockton, CA. 95205
RE: SU-00-1
Dear Jim,
1 would like to bring you up to date on where the Lockeford CSD stands at this
time in regards to the Lockeford Oaks project. Back in August of 2000 Mr. Pestana was
issued a"conditional" will-serve letter for his project (SU-00-1), At that time there were
89 sewer credits available that Mr. Pestana could purchase to start his project. Presently
only 50 sewer credits remain, the rest having been purchased by other developers. As
stated in the will-serve letter, should Mr. Pestana fail to purchase all 89 sewer credits he
will be required to fund all improvements to the wastewater treatment plant and disposal
system to accommodate the first phase of his project. At this time the disposal issue.is of
major concern since no land seems to be available in the area for disposal, though th<.
District is in active pursuit of such.
Secondly I must comment on the groundwater situation in this area. Everyone
is well aware of the ongoing depletion of groundwater supply in this area having been
well discussed in the local newspapers for quite sometime and now compounded by the
threat of power blackouts which will add to the strain of the District infrastructure. I Dope
that your department will take these factors into consideration when reviewing this lPre-
application, Sl:_.T-00-1) and take a hard look at whether or not this project as it stands now
at i09 homes will ultimately detract from the Districts ability to serve its customers as
they are presently served.
Lastly the issue of parks and recreation and the fact that previous owners nr
this property had they decided to build would have had to deed a 6.6 acre park to the
community of Lockeford in what is now known as the (oak grove)just north of the
project site. i add this to the above comments only to make the Development Committee
aware of the intentions LCSD Board of Directors should the Committee approve this
project.
Sincerely,
Joseph Salzman
District Manager
LCSD
