Jack Tone Road/Kettleman Lane intersection --The installation of a traffic signal at this intersection and <br /> separate left-turn channelization for all approaches as recommended under year 2020 base conditions is <br /> projected to provide sufficient capacity to accommodate "year 2020 base plus project" traffic volumes. <br /> With the installation of a traffic signal at this intersection, the "year 2020 base plus project" AM and PM <br /> peak hour LOS "C" operating conditions are projected. Based upon the project's contribution to PM peak <br /> hour traffic growth (of 77 vehicles) over "year 2020 base" traffic volumes (of 2,442'vehicles) at this <br /> intersection, the project's fair-share of cost of improvements at this intersection is estimated to be <br /> 771(2442+77) = 3.1%. At an estimated cost of$150,000 for the installation of a traffic signal and <br /> $200,000 for widening improvements at this intersection, the project's cost fair-share is estimated to be. <br /> $10,850. <br /> Protect Driveway intersections <br /> Assuming that the mitigation measures recommended under"Existing plus Approved Projects plus Project" <br /> conditions are in place,no additional mitigation measures are found necessary under"Year 2020 Base plus ` <br /> Project:' conditions. <br /> No other intersection mitigation measures are found necessary under "Year 2020 Base plus Project" <br /> aq conditions. The recommended year 2020 lane geometrics and control at all study intersections are <br /> illustrated on Figure 11. <br /> Roadway Segments <br /> The Jack Tone Road segments within the study area are projected to operate at an year 2020 base plus <br />..~ project average daily traffic based LOS "E" conditions with the existing two-lane arterial/rural highway <br /> cross-section. The year 2020 base plus project AM and PM peak hour flow on Jack Tone Road segment <br /> between S.R.88/S.R.12 and Brandt Road is projected to be approximately 1,600 vehicles, which <br /> corresponds to a peak-hour based year 2020 LOS "D" roadway operating conditions on this segment of <br /> Jack Tone Road with the currently existing two-lane arterial section. The year 2020 base plus project AM <br /> r and PM peak hour flow on Tack Tone Road segment between Brandt Road and Kettleman Lane is projected <br /> to be approximately 1,400 vehicles,which corresponds to a peak-hour based year 2020 LOS"E" roadway <br /> operating conditions for this segment of Jack Tone Road with the currently existing two-lane rural highway <br /> section. <br /> + Per the County General Plan Circulation Element, Jack Tone Road segment through the study area is <br /> designated as a"Minor Arterial"within an 84-foot ultimate right-of-way cross-section. Itis recommended <br /> Am <br /> that the Jack Tone Road segment between S.R.88/S.R.12 and Brandt Road be provided,with a full-length <br /> two-way left turn lane and one northbound and one southbound travel lane with wide shoulders. <br /> Restricting mid-block access from the homes fronting-Jack Tone Road would be needed so that the segment <br /> of Jack Tone Road between S.R.88/S.R.12 and Brandt Road night be operate as a high-speed, high- <br /> capacity three-lane arterial with high access.control. With the recommended cross-section, the Jack Tone <br /> Road segment between S.R.88/S.R.12 and Brandt Road is projected to be able to sustain peak hour <br /> operating conditions of LOS "C"through year 2020 base plus project conditions.
