' 9 <br /> Roadway Segments <br /> The Jack Tone Road segments within the study area are projected to operate at an year 2020 average daily <br /> traffic based LOS "D"or worse conditions with the existing two-lane arterial/ruraI highway cross-section. <br /> However, the year 2020 base AM and PM peak hour flow on Jack Tone Road are projected to be just less <br /> than 1,350 vehicles,which corresponds to a peak-hour based year 2020 LOS "C" for the Jack Tone Road <br /> segment between S.R.8818.R.12 and Brandt Road and LOS "D" for the Jack Tone Road segment between <br /> Brandt Road and Kettleman Lane. It is recommended that the currently existing two-lane rural highway <br /> segment on Jack Tone Road between Brandt Road and Kettleman Lane be upgraded to a two-lane arterial <br /> section(with moderate access control)under year 2020 base conditions. With this improvement,the Jack <br /> Tone Road segment between Brandt Road and Kettleman Lane is projected to operate at year 2020 base <br /> LOS "C" conditions. For all other roadway segments within the study area, the existing capacities are <br /> projected to provide acceptable roadway traffic operations under year 2020 base conditions. No other <br /> roadway mitigation measures are recommended under year 2020 base conditions. { <br /> YEAR 2020 BASE PLUS PROJECT CONDITIONS <br /> Intersections <br /> S.R.88/S.R.12/Jack Tone Road intersection— <br /> The recommended intersection widening improvements under <br /> year 2020 base conditions (in addition to the installation of a traffic signal recommended under Existing <br /> conditions)are projected to provide sufficient capacity to accommodate traffic demands under year 2020 <br /> base plus project"conditions. No additional mitigation measures are projected to become necessary under <br /> "year 2020 base plus project" conditions. With the year 2020 base improvements in place, "year 2020 <br /> base plus project" AM and PM peak hour LOS "C" operating conditions are projected. Based upon the <br /> project's contribution to PM peak hour traffic growth (of 200 vehicles) over "year 2020 base" traffic <br /> volumes (of 3,140 vehicles) at this intersection, the project's fair-share of cost of improvements at this <br /> intersection is estimated to be 2001(3140+200) = 6.0%. At an estimated cost of$200,000 for the year <br /> 2020 widening improvements at this intersection,the project's cost fair-share of year 2020 improvements is <br /> estimated to be $12,000. <br /> S.R.881S.R.I22randt Road intersection -- The installation of a traffic signal at this intersection as <br /> recommended under "Existing plus Approved Projects plus Project" conditions is projected to provide <br /> sufficient capacity to accominodate traffic demands through year 2020 base plus project conditions. No <br /> additional mitigation measures are projected to become necessary under "year 2020 base plus project" <br /> conditions. With the traffic signal in place under "year 2020 base plus project." conditions,AM and PM <br /> peak hour LOS "B" operating conditions are projected. <br /> Jack Tone Road/Brandt Road intersection_The installation of a traffic signal at this intersection and left- <br /> turn channelization for north-south approaches as recommended under year 2020 base conditions is <br /> projected to provide sufficient capacity to accommodate "year 2020 base plus project" traffic volumes. <br /> With the installation of a traffic signal at this intersection, "year 2020 base plus project" AM peak hour <br /> LOS "B" and PM peak hour LOS "C" operating conditions are projected. Based upon the project's <br /> contribution to PM peak hour traffic growth(of 105 vehicles) over "year 2020 base"traffic volumes(of <br /> 1,593 vehicles) at this intersection, the project's fair-share of cost of improvements at this intersection is <br /> estimated to be 1051(1593+105) =,6.2%.
