' 1 <br /> 1505 applies to all development projects requiring discretionary approval, which have <br /> Native Oak Trees, Heritage Oak Trees or Historical Trees on the property. The <br /> provisions of this chapter provide removal requirements, replacement requirements, <br /> development constraint standards, and landscaping requirements. <br /> Riparian Habitat <br /> There is riparian habitat along Bear Creek, which is adjacent to the project site on the <br /> east. Along the portion of the project that is adjacent to Bear Creek, pursuant to Section <br /> 9-1510.5 of the Development Title (see attachment), a Natural Bank Buffer will,be <br /> required if the project boundary is within one hundred (100) feet of the mean high water <br /> level or within fifty (50) feet of existing riparian habitat. <br /> Swainson's hawk <br /> If <br /> According to the 1990 River Oaks project EIR, Swainson's hawk nesting and foraging <br /> habitat was found on the project site. The Community Development Department has no <br /> evidence that the conditions on the project site have changed. Further study of this <br /> issue will be needed. <br /> Biological Study <br /> At a minimum, a revised biological survey will be required at the full application stage: If <br /> an EIR or supplemental EIR is required, the required biological survey may be included <br /> PP <br /> in that document. The biological survey should include analysis of each of the above <br /> referenced biological issues. <br /> FUTURE PARK <br /> Representatives from the Lockeford Community Service District (LCSD) have spoken <br /> with the Community Development Department about establishing a park on the property <br /> adjacent to the northeast portion of the project site. One issue identified regarding the <br /> proposed park was the need for secondary access. The potential solution is to access <br /> through the proposed subdivision. The applicant may want to discuss this with the <br /> LCSD. <br /> ENVIRONMENTAL <br /> I <br /> When the applicant submits a full application, an Initial Study will be prepared to assess <br /> the potential impacts the project may have upon the environment. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> General Plan consistency, public improvement requirements, preliminary design <br /> C constraints and opportunities and major environmental and safety issues. This <br /> information is provided in the hope of assisting the applicant in submitting a better'and <br /> more complete application, as well as minimizing processing time., It is not intended to <br /> be an in depth analysis, and an environmental assessment is not completed. The <br /> applicant should be aware that a detailed review will not be done until the full application <br /> is submitted.
