• Project related air pollutant emissions (carbon monoxide, ozone, and PM-10)would <br /> exceed the Air Pollution Control District's thresholds for significance. <br /> • Project traffic, when added to cumulative conditions (year 2010), would result in LOS <br /> EIF operations on State Routes 12188 through Lockeford from Brandt Road to Tully <br /> Road. <br /> GENERAL PLAN AND ZONING <br /> The Residential Low Density zone designation's minimum lot size is 8,000 square feet <br /> with a minimum lot width of 60 feet for this site. The Residential Low Density zone <br /> permits parcels to a minimum of 6,000 sq. ft., however, Volume II of the General Plan <br /> controls policies specific to the Urban Community of Lockeford that requires a minimum <br /> parcel size of 8,000 sq. ft (Volume 11, page VI-15). As shown, the tentative map is <br /> consistent with these requirements. <br /> A General Plan Implementation Specific to Lockeford requires "An archaeology study <br /> and report shall be required for all discretionary application ... within 100' of the <br /> centerline of Bear Creek...." As part of the EIR prepared for the original River Oaks <br /> project, a Cultural Resource survey was prepared. Because of recent changes in the <br /> California Environmental Quality Act (CEQA) relative to cultural resources (Section <br /> 15064.5) this study will need, at a minimum, to be revised to conform to current <br /> 1 <br /> requirements: <br /> A General Plan Policy Specific to Lockeford pertains to a portion of the subject property. <br /> The policy states " The oak grove south of the Lockeford Elementary School shall be <br /> protected." The oak grove on the property is not part of the project area to be <br /> subdivided. The project is consistent with the above policy. <br /> NOISE <br /> Section 9-1025.9 of the Development'fitle requires that proposed noise sensitive land <br /> uses that will be impacted by existing or planned transportation noise sources shall be <br />+ required to mitigate the noise levels from these transportation noise sources. The <br /> resulting noise levels on the proposed project shall not exceed the standards of 65 dB <br /> Ldn for outdoor activity areas and 45 dB Ldn for interior spaces. <br /> Volume ill of the General Plan identities the 2005 noise contour at the project site, along <br /> Jack Tone Road, to be sixty-five (65) dB Ldn at eighty three (83)feet from the roadway <br />! edge. <br /> Section 9-1025.9(d) requires the preparation of an acoustical study in instances that <br /> existing,or proposed noise sensitive land uses may be exposed to noise levels that <br /> exceed noise standards (Table 9-1025.9). This determination is based on existing or <br /> future-sixty five- (65) dB Ldn noise coniours in the General Plan. <br /> BIOLOGICAL RESOURCES <br /> Oak trees <br /> During the review of the application it was noted that native oak trees exist in the area of <br /> the proposed project. The applicant's plans for the oak trees are Unclear. Chapter 9- <br />
