Management <br /> shall be done under the direction of an arborist according to 'Living Among the Oaks: <br /> A Management Guide for Landowners' (UCCE, 1988). <br /> • Construct barriers around the dripline of trees during construction. <br /> • At a County-selected site,three native oak trees shall be replanted for every one oak tree <br /> removed from the site. <br /> Establish a homeowners' association to maintain the common open space and the <br /> existing and newly planted oak trees. <br /> • Agricultural use of the land, consistent with the existing designation and zoning of the <br /> site, could lead to the eventual decline and outright elimination of the oak grove, <br /> particularly if the trees are removed to facilitate utilization of the prime soil in the oak <br /> woodland area for intensive cultivation. <br /> B, Significant impact: Air quality. <br /> Project related air pollutant emissions (carbon monoxide, ozone, and PM-10) would exceed the <br /> San Joaquin County Air Polluton Control District's thresholds for significance and would <br /> incrementally contribute to regional air quality problems. San Joaquin County is a nonattainment <br /> area for ozone and PM-10- <br /> Findings: <br /> Such changes or alterations are within the responsibility and jurisdiction of another public agency <br /> and not the agency making the finding. Such changes have been adopted by such other agency <br /> or can and should be adopted by such other agency. <br /> Statement of Fact: <br /> The air quality problem is a Countywide and regional problem. Additionally, San Joaquin County <br /> has nonattainment status already for PM-10 and ozone. Based on this, any project, however large <br /> or small, would incrementaify contribute to the County's air duality problem. Attempting to solve <br /> this problem on a project-by-project level is infeasible and will not be effective due to the regional <br /> nature of the issue. Solutions to air quality issues need to be addressed both Countywide and <br /> regionally. . <br /> • The underlying project will be designed to enhance and encourage bicycle and <br /> pedestrian transportatlon to the nearby shopping area and other areas of the community. <br /> The EIR also stated that the Air Pollution Control District could develop an ordinance for <br /> approval by the Board of Supervisors that would prohibit conventional fireplaces and only <br /> permit EPA-approved woodstoves and fireplace inserts. Dust control measures will also <br /> be implemented during grading and construction. <br /> -8- - <br />
