SU-91-15 (TRACT NO. 2493) , <br /> RESOLUTION TO REPEAL SPECIFIC ROAD PLAN FOR SHARON DRIVE, AND <br /> CERTIFICATION OF FINAL ENVIRONMENTAL IMPACT REPORT NO. ER-90-3 OF <br /> JOE TARANTINO AND VICTOR & ROLAND GOTTI (RIVER OAKS JOINT VENTURE <br /> & LUIS ARISMENDI) to create a 218-lot residential subdivision with <br /> a vesting tentative map on a parcel containing 124 acres. The <br /> project site is located at the northeast corner of Brandt Road and <br /> Jack Tone Road, Lockeford (Supervisorial District 4) . , <br /> Associate Planner Richard Larrouy introduced a staff report into <br /> the record. He added Recommendation No. 4, as listed in "Motion. " <br /> Senior Civil Engineer Chuck Kelley, with the Department of Public <br /> Works, submitted two revised Conditions of Approval (Conditions <br /> 2 (e) and 2 (i) , as contained in a memorandum dated November 4 , 2992. <br /> Comms. Jungeblut, Carter and Holly noted that they had received a <br /> phone call from the applicant. Comms. Carter and Morri indicated <br /> that they had viewed the site. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Luis Arismendi, representing the application, said he <br /> was in full agreement with the .Conditions of Approval with the <br /> exception of Condition Nos. 6. (a) (2) and 6. (b) , of the Department <br /> of Fish and Game. He said, regarding the argument against the <br /> water use from the project, that there will actually be a 52 <br /> percent reduction in water use on the property with the residential <br /> development, as compared to using the site as irrigated pasture. <br /> Also, the water will come from a shallow aquifer. Regarding the <br /> repeal of the Sharon Drive Specific Plan, he submitted a petition <br /> from- the residents of Sharon Drive requesting the abandonment of <br /> . the extension. <br /> He said that the existing Sharon Drive Specific Plan would require <br /> the removal of 21 oak trees, would create a "T" intersection, and <br /> conflict with the entrance to the mobilehome park. He presented a <br /> future alignment of internal subdivision streets, Lambert Drive and <br /> Sparrow Hawk Dirve, that would replace Sharon Drive and serve to <br /> provide through access from Tully Road to Jack Tone Road. The new <br /> alignment that he is proposing would only eliminate 4 oak trees, <br /> provides better access to the proposed park, and will provide <br /> better circulation. <br /> Regarding the Fish and Game conditions, he said he wants to <br /> participate in the Habitat Conservation Program (HCP) being <br /> prepared by the City of Stockton and that the payment of fees as <br /> part of the HCP would be the appropriate measure for the protection <br /> of the Swainson hawk. However, setting aside 63 acres, as <br /> recommended in the conditions, is not the solution. Also, the one- <br /> half mile buffer around the Swainson' s hawk nest is not realistic. <br /> -4- <br />
