The project proposes to expand an <br /> existing poultry ranch over a five-year period. The expansion includes the construction of <br /> nine egg layer houses, (30,030) totaling 270,270 square feet, the conversion of an existing <br /> 70,197 square foot egg layer house to a compost house, and the construction of a 7 foot <br /> wide covered egg cross conveyor running between the egg layer house and processing <br /> plant. The project site is located on the north side of Brandt Road, approximately 2.5 <br /> miles cast of Clements Road, east of CIements. <br /> Caltrans is concerned that all of the traffic issues for highway impacts have not been <br /> adequately addressed. We are asking that the proponent re-assess the number of trucks <br /> that will be needed for tripling the size of the poultry ranch operation for daily feed, <br /> processed eggs, and compost removal. The number of trucks used for the operations does <br /> not appear to be adequate for the expansion. <br /> Since the access to the State Highway is shared with KRC Aggregate (quarry it should be <br /> included in your traffic impact assumptions for the traffic generated from the access point <br /> to State Routc 88. At a minimum the county should collect fair-sharC impact fees for the 1 <br /> future improvements at the intersection of Brandt Road and State Route 88. <br /> We suggest that the county continue to coordinate and consult with Caltrans to identify <br /> and address potential cumulative transportation impacts that may occur from this project <br /> and other developments near this geographical location.
