Set aside approximately 75 acres (0.75:1 ratio) of suitable hawk habitat outside the, area of <br /> excavation. <br /> Neighborhood Opposition: <br /> Prior to preparation of the EIR, 23 letters in opposition to this project were received. Duringthe <br /> preparation of the EIR, Notices of Preparation (NOP) were sent to all surrounding property owners and <br /> all of the people who sent letters of opposition. Two letters were received from people in the area <br /> regarding the NOP. When the Draft EIR was published, the same people were sent notices of availability <br /> and invited to attend the public hearing on the Draft EIR. No one responded to this notice, there were <br /> no requests for copies of the Draft EIR, and no one attended the hearing.
