T=- � <br /> i <br /> Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Certify as adequate Final Environmental Impact Report No. ER-94-1 under the provisions of <br /> Section 15090 of the California Environmental Quality Act (CEQA) (Attachment A). <br /> 2. Adopt "Findings of Significant Environmental Impact" (Attachment B). <br /> 3. Adopt the "Mitigation Monitoring Program" (Attachment C). <br /> 4. Approve Quarry Excavation Application No. QX-94-2 with the Findings and Conditions of <br /> Approval given in the staff report. <br /> Findings for Quarry Excavation <br /> 1. The proposal is for the removal of regionally significant or substantial deposits of mineral <br /> resources and not for the removal of prime farmland. <br /> • This Finding can be made because the area to be excavated on the project site does <br /> not contain prime farmland and is located within an MRZ-2 zone. Topsoil will be <br /> stockpiled and used for site reclamation and revegetation. The post-mining use of <br /> the site will be identical to the present use, cattle grazing. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the <br /> property in a condition that will allow its reuse. <br /> • This Finding can be made because topsoil will be stockpiled and ultimately respread <br /> during reclamation. Revegetation will incorporate the planting of grasses and blue <br /> oaks and will be suitable for agricultural uses such as cattle grazing. <br /> 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements in the vicinity. <br /> • This Finding can be made because the Final Environmental Impact Report prepared <br /> for QX-94-2 concluded that the project would not result in any significant, adverse <br /> environmental impacts. <br /> San Joaquin County QX-94-2/KRC Aggregate <br /> Community Development Page 12 <br />
