T=- � i Recommendations Action It is recommended that the Planning Commission: 1. Certify as adequate Final Environmental Impact Report No. ER-94-1 under the provisions of Section 15090 of the California Environmental Quality Act (CEQA) (Attachment A). 2. Adopt "Findings of Significant Environmental Impact" (Attachment B). 3. Adopt the "Mitigation Monitoring Program" (Attachment C). 4. Approve Quarry Excavation Application No. QX-94-2 with the Findings and Conditions of Approval given in the staff report. Findings for Quarry Excavation 1. The proposal is for the removal of regionally significant or substantial deposits of mineral resources and not for the removal of prime farmland. • This Finding can be made because the area to be excavated on the project site does not contain prime farmland and is located within an MRZ-2 zone. Topsoil will be stockpiled and used for site reclamation and revegetation. The post-mining use of the site will be identical to the present use, cattle grazing. 2. The proposed reclamation of the property upon completion of the excavation will leave the property in a condition that will allow its reuse. • This Finding can be made because topsoil will be stockpiled and ultimately respread during reclamation. Revegetation will incorporate the planting of grasses and blue oaks and will be suitable for agricultural uses such as cattle grazing. 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or be injurious to the property or improvements in the vicinity. • This Finding can be made because the Final Environmental Impact Report prepared for QX-94-2 concluded that the project would not result in any significant, adverse environmental impacts.
