f <br /> i Conditions of Approval <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use. <br /> Those Conditions followed by a Section Number have been identified as ordinance requirements <br /> I pertinent to this application. Ordinance requirements cannot be modified,-and other ordinance <br /> requirements may apply. <br /> This approval will expire 18 months from the date of approval unless (1) all Conditions.of Approval <br /> have been compiled with, (2) all necessary building permits have been secured and remain in force, <br /> and (3) all necessary permits from other agencies have been secured and remain in force. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff contact: Kerry Sullivan, 468-3140) <br /> a. Project. This approval shall be for a phased 25-year excavation of the 1048-lacre portion <br /> of the project site, as indicated on the approved reclamation plan. <br /> b. Improvement Plan. An Improvement Plan, prepared by a Registered Civil Engineer, shall <br /> show drainage, driveway access details, on-site parking, existing and proposed utility <br /> services, grading, and reclamation. Storm drainage runoff shall be retained on the site. <br /> The drainage pattern and corresponding storm drain improvements shall ble shown on <br /> the Improvement Plan. Pond capacity calculations shall be submitted for approval. A <br /> plan check fee as specified by-Section 9-240 will be required. (Development Title Section <br /> 9-884) <br /> C. Cultural Resources. Until a qualified archaeologist can assess the significance of the find, <br /> the excavator shall cease all construction and excavation work immediately it buried <br /> cultural resources such as prehistoric .artifacts, historic debris, building foundations, or <br /> human bones are discovered during ground-disturbing activities. <br /> d. Stockpiling. No stockpiled soil or material shall be placed closer than twenty-five (25)feet <br /> to a property boundary. (Development Title Section 9-1415.3(b)) <br /> e. Private Roads. All private roads involved in an excavation shall be maintained to control <br /> the creation of dust. The first one-hundred (100) feet of any private road on the property <br /> which intersects with a publicly maintained road shall be surfaced in a mannsr approved <br /> by the Director. Traffic-control and warning signs shall be installed, if required, at such <br /> intersections. The placement and size of these signs shall be approved by the Director <br /> of Public Works. Protective vegetative planting, silt screen dams, or other approved <br /> methods shall be required where necessary for the control of erosion. Excavations shall be carried out during the hours from 15:00 a.m. to <br /> 9:00 p.m. Processing punt operations may operate on a 24-hour basis.
