s <br /> • Monitoring Requirements: Contact DFG to determine if a streambed alteration agreement <br /> (California Fish and Game Code Section 1603) is required for activities that may affect ephemeral <br /> drainages on the project site. If surveys of the vernal pools conclude that no vernal pool fairy <br /> shrimp or vernal pool tadpole shrimp exist in the vernal pools on the site, it would appear that fill <br /> activities would be authorized by the Corps under general permit (Nationwide Permit 26). <br /> • <br /> Person/Agency Responsible: Army Corps of Engineers and DFG. <br /> • <br /> Timing or Frequency of Monitorin Prior to excavation in phases containing ephemeral drainages <br /> or wetlands. <br /> Mitigation Measure_ Avoid filling or degrading waters of the United States, including wetlands, by <br /> redesigning the project's excavation boundaries to avoid as many of the vernal pools as possible. At a <br /> minimum, the excavation boundaries at the southwestern portion of the site shall be revised to exclude <br /> the concentration of vernal pools. <br /> • <br /> Monitoring Requirement: Show revised excavation boundary on the Improvement Plan. <br /> • Person/Agency Responsible: San Joaquin County Community Development Department. <br /> • <br /> Timing or Frequency of Monitoring: Improvement Plan. <br /> Mitigation Measure: Compensate for filling or degrading waters of the United States, including wetlands, <br /> if impacts are unavoidable. KRC Aggregate shall compensate for the loss by retaining a restoration <br /> ecologist to prepare a wetland mitigation and monitoring plan. <br /> • Monitoring Requirement: Prepare a wetland mitigation and monitoring plan. <br /> • Person/Agency Responsible: USFWS, DFG, Army Corps of Engineers. <br /> • Timing or Frequency of Monitoring: Prior to excavation in phases containing ephemeral drainages <br /> or wetlands. <br /> Mitigation Measure: Conduct summer surveys (June-July)for late-blooming special-status plants before <br /> initiating excavation activities in areas supporting vernal pool and seasonal wetland habitat. <br /> • Monitoring Requirement_ Conduct surveys. <br /> • <br /> Person/Agency Responsible: USFWS, DFG. <br /> • Timing or Frequency of Monitoring: Prior to excavation in phases containing vernal pools and <br /> seasonal wetlands. <br /> Mitiqation Measure: if special-status plant populations are located during field surveys, populations <br /> should be avoided to the extent possible. <br /> • Monitoring Requirement: Show revised excavation boundary excluding areas containing special- <br /> status plant populations on the Improvement Plan. <br /> • <br /> Person/Agency_Responsible: San Joaquin County Community Development Department. <br /> San Joaquin County OX-94-2/KRC Aggregate <br /> Community Development Page 26 <br />
