1.0 EXECUTIVE SUMMARY 1.1 Introduction v The proposed action to be considered by this Environmental Assessment is the extension of reserves adjacent to an existing ! Conditional Use Permit (QX-86-1) located near Clements as shown on Figure 1. KRC Aggregate, Inc. proposes to expand the existing permitted quarry operation to include the entire property owned r...f by KRC Aggregate, Inc. , excluding a parcel on the west end of the property identified as Tract VI (see Figure 2) . Tract VI has no measurable sand and gravel resources, and therefore will not be considered a part of this application. This extension will allow ? KRC Aggregate, Inc. to continue as a supplier of sand and gravel 11 products for the San Joaquin County area during the subsequent 20 �`` to 25 years. It 1.2 Purpose of Document F, This Environmental Assessment is submitted to fulfill the requirements of the California Environmental Quality Act. The environmental effects of continuing KRC's quarry excavation will be reviewed by this report. �i The purpose of this document is to supplement the existing project review completed by the Planning Department of San Joa- quin County for the QX-86-1 Conditional Use Permit and Reclama- tion Plan. It is our intent that upon approval of this extended quarry operation, this application plan would supersede Permit { QX-86-1. 1.3 Format Of The Environmental Assessment The general format of this Environmental Assessment follows the traditional approach to preparation of a CEQA analysis. � Section 1 is the executive summary, which presents a brief synopsis of the Conditional Use Permit Application for the expan- sion development of KRC Aggregate, Inc. , and a summary of the potential impacts and possible mitigation measures. Section 2 is the introduction, which presents the background necessary to understand the project, a summary of the applicable CEQA regulations for this process, and an identification of the major permits and approvals. Section 3 is the Conditional Use Permit Application. Section 4 is the project description, which presents a de- tailed project overview, discusses project objectives, describes location, site characteristics, facilities, operations, and summarizes the geology.
