1.0 EXECUTIVE SUMMARY <br /> 1.1 Introduction <br /> v The proposed action to be considered by this Environmental <br /> Assessment is the extension of reserves adjacent to an existing <br /> ! Conditional Use Permit (QX-86-1) located near Clements as shown <br /> on Figure 1. KRC Aggregate, Inc. proposes to expand the existing <br /> permitted quarry operation to include the entire property owned <br /> r...f by KRC Aggregate, Inc. , excluding a parcel on the west end of the <br /> property identified as Tract VI (see Figure 2) . Tract VI has no <br /> measurable sand and gravel resources, and therefore will not be <br /> considered a part of this application. This extension will allow <br /> ? KRC Aggregate, Inc. to continue as a supplier of sand and gravel <br /> 11 products for the San Joaquin County area during the subsequent 20 <br /> �`` to 25 years. <br /> It <br /> 1.2 Purpose of Document <br /> F, This Environmental Assessment is submitted to fulfill the <br /> requirements of the California Environmental Quality Act. The <br /> environmental effects of continuing KRC's quarry excavation will <br /> be reviewed by this report. <br /> �i <br /> The purpose of this document is to supplement the existing <br /> project review completed by the Planning Department of San Joa- <br /> quin County for the QX-86-1 Conditional Use Permit and Reclama- <br /> tion Plan. It is our intent that upon approval of this extended <br /> quarry operation, this application plan would supersede Permit <br /> { QX-86-1. <br /> 1.3 Format Of The Environmental Assessment <br /> The general format of this Environmental Assessment follows <br /> the traditional approach to preparation of a CEQA analysis. <br /> � Section 1 is the executive summary, which presents a brief <br /> synopsis of the Conditional Use Permit Application for the expan- <br /> sion development of KRC Aggregate, Inc. , and a summary of the <br /> potential impacts and possible mitigation measures. <br /> Section 2 is the introduction, which presents the background <br /> necessary to understand the project, a summary of the applicable <br /> CEQA regulations for this process, and an identification of the <br /> major permits and approvals. <br /> Section 3 is the Conditional Use Permit Application. <br /> Section 4 is the project description, which presents a de- <br /> tailed project overview, discusses project objectives, describes <br /> location, site characteristics, facilities, operations, and <br /> summarizes the geology. <br /> KRC Aggregate, Inc. <br /> 1 - April 1, 1994 <br />
