E <br /> I <br /> f <br /> 2. 0 INTRODUCTION <br /> 2. 1 Project summary <br /> The proposed action to be considered in this Environmental <br /> y: Assessment is the proposal by KRC Aggregate, Inc. to extend <br /> quarrying activities into the adjacent reserves located on por- <br /> tions of KRC Aggregate, Inc. property. The property encompasses <br /> . 1100 acres located in sections 29, 30, and 31, Township 4 North, <br /> Range 9 East, E1 Diablo Meridian. Figure 1 is a site location <br /> r, map of the property showing the general location in relation to other towns and roads. Figure 2 is a Site Plan Map showing the <br /> location of the property boundary. The seven subtracts corre- <br /> spond to the assessors parcel numbers. A copy of the descrip- <br /> tions are included in the appendices. Tract VI is not proposed <br /> to be permitted as it appears to have no aggregate deposits. <br /> The current valid quarry excavation permit QX-86-1 encompasses <br /> approximately 100 acres with a ten acre improvement plan addi- <br /> tion, for a total of 110 acres presently permitted. The total <br /> ell acreage to be permitted including the existing 110 acre permit, <br /> is proposed to be approximately 1048 acres. <br /> J <br /> N The proposed extension will not require the addition of equip- <br /> �' ment to the processing plant. Short haulroads or conveyors will <br /> be added to the quarry site to facilitate access to additional <br /> quarry excavation phases. Project <br /> extension will allow continued <br /> development of the quarrying operation allowing a dependable <br /> source of sand and gravel for the expanding San Joaquin County <br /> area. <br /> 2 .2 Applicable CEQA Regulations <br /> This section addresses compliance with the requirements of the <br /> California Environmental Quality Act (CEQA) , and the public <br /> review process. <br /> The information in this report is intended to supplement the <br /> San Joaquin County Planning Department's initial project review, <br /> and to provide information needed for the County to prepare its <br /> Initial Study for the KRC Aggregate, Inc. Conditional Use Permit. <br /> The California Environmental Quality Act (CEQA) (Public Re- <br /> sources Code Section 21000 et seq. ) sets forth guidelines for <br /> protection of the quality of the environment and prevention of <br /> environmental damage. The purpose of CEQA is to inform govern- <br /> ment decision makers and the public about; 1) potential signifi- <br /> cant environmental effects of proposed activities, 2) ways in <br /> which environmental damage can be avoided or significantly re- <br /> duced, 3) ways to prevent significant unavoidable damage to the <br /> environment by requiring changes in projects through the use of <br /> alternatives or mitigation measures when the governmental agency <br /> finds the changes to be feasible, and 4) the reasons why a ;gov- <br /> ernmental agency approved the project in the manner the agency <br /> chose, if significant environmental effects remain. <br /> k <br /> Fi <br /> KRC Aggregate, inc. <br /> - 1 - April 1, 1994 <br />
