E
I
f
2. 0 INTRODUCTION
2. 1 Project summary
The proposed action to be considered in this Environmental
y: Assessment is the proposal by KRC Aggregate, Inc. to extend
quarrying activities into the adjacent reserves located on por-
tions of KRC Aggregate, Inc. property. The property encompasses
. 1100 acres located in sections 29, 30, and 31, Township 4 North,
Range 9 East, E1 Diablo Meridian. Figure 1 is a site location
r, map of the property showing the general location in relation to other towns and roads. Figure 2 is a Site Plan Map showing the
location of the property boundary. The seven subtracts corre-
spond to the assessors parcel numbers. A copy of the descrip-
tions are included in the appendices. Tract VI is not proposed
to be permitted as it appears to have no aggregate deposits.
The current valid quarry excavation permit QX-86-1 encompasses
approximately 100 acres with a ten acre improvement plan addi-
tion, for a total of 110 acres presently permitted. The total
ell acreage to be permitted including the existing 110 acre permit,
is proposed to be approximately 1048 acres.
J
N The proposed extension will not require the addition of equip-
' ment to the processing plant. Short haulroads or conveyors will
be added to the quarry site to facilitate access to additional
quarry excavation phases. Project
extension will allow continued
development of the quarrying operation allowing a dependable
source of sand and gravel for the expanding San Joaquin County
area.
2 .2 Applicable CEQA Regulations
This section addresses compliance with the requirements of the
California Environmental Quality Act (CEQA) , and the public
review process.
The information in this report is intended to supplement the
San Joaquin County Planning Department's initial project review,
and to provide information needed for the County to prepare its
Initial Study for the KRC Aggregate, Inc. Conditional Use Permit.
The California Environmental Quality Act (CEQA) (Public Re-
sources Code Section 21000 et seq. ) sets forth guidelines for
protection of the quality of the environment and prevention of
environmental damage. The purpose of CEQA is to inform govern-
ment decision makers and the public about; 1) potential signifi-
cant environmental effects of proposed activities, 2) ways in
which environmental damage can be avoided or significantly re-
duced, 3) ways to prevent significant unavoidable damage to the
environment by requiring changes in projects through the use of
alternatives or mitigation measures when the governmental agency
finds the changes to be feasible, and 4) the reasons why a ;gov-
ernmental agency approved the project in the manner the agency
chose, if significant environmental effects remain.
k
Fi
KRC Aggregate, inc.
- 1 - April 1, 1994
