k ' k 4. 0 PROJECT DESCRIPTION y 4.1 Project Objective And Overview KRC Aggregate, Inc. proposes to permit its adjoining proper- ty, to the existing quarry excavation (QX-86-1) to ensure a F reliable, continuous supply of aggregate products during the next 20 to 25 year period for the rapidly growing San Joaquin region. ... Plant production, based on market demand, would remain in the existing production range of 0.5 million to 1. 0 million tons per year. Aggregate extraction will not change from the existing procedure. The aggregates are extracted with scrapers and trans- ported from the quarry area to the processing plant with con- veyors. Independent haulers are used for transporting final products to the point of use. 4.2 Project Location The KRC Aggregate, Inc. quarry is located west of Lockeford and southeast of Clements, California. It is approximately 7 <. miles east on Brandt road off of State Route 88. KRC Aggregate owns approximately 1100 acres of which 110 acres is presently permitted for quarry excavation. The property is bound on' the ` north by Acampo Road. The East Bay Municipal Utility District aqueduct traverses a portion of our south boundary. Pacific Gas and Electric Company has pipelines and powerline easements on the property. The location of the pipelines and the powerline is ' shown on Exhibit 1 of the Reclamation Plan. An irregular 'parcel of land owned by KRC on the western boundary will not be included ' in the permit application. i t The site is presently being used for aggregate excavation, and cattle grazing. Cattle grazing is the major land use 'on adjoining property along with some chicken production facilities s to the south. Of the approximate 1100 acres owned by KRC Aggregate, ; Inc. 110 acres is currently permitted under Permit QX-86-1. An addi- tional 938 acres is proposed to be permitted by this application for a total permit area of approximately 1048 acres. The property is situated in the gently rolling foot hills of the Sierra Nevada Mountains, which are located east of the prop- erty. West of the property lies the Great Central Valley ,of California, a major agricultural producing region. Two tertiary-aged geologic formations lie beneath the over- burden; the Laguna Formation, a glacial melt-water deposit which includes the economic sand and gravel deposits present at ', the property, and the Mehrten Formation, a consolidated clay and sandstone. Previous drilling conducted at the site indicates that the Mehrten Formation is present below grade at the property from 0 to over 40 feet. r KRC Aggregate, Inc. _ 1 _ April 1, 1994
