k ' <br /> k <br /> 4. 0 PROJECT DESCRIPTION <br /> y 4.1 Project Objective And Overview <br /> KRC Aggregate, Inc. proposes to permit its adjoining proper- <br /> ty, to the existing quarry excavation (QX-86-1) to ensure a <br /> F reliable, continuous supply of aggregate products during the next <br /> 20 to 25 year period for the rapidly growing San Joaquin region. <br /> ... Plant production, based on market demand, would remain in the <br /> existing production range of 0.5 million to 1. 0 million tons per <br /> year. Aggregate extraction will not change from the existing <br /> procedure. The aggregates are extracted with scrapers and trans- <br /> ported from the quarry area to the processing plant with con- <br /> veyors. Independent haulers are used for transporting final <br /> products to the point of use. <br /> 4.2 Project Location <br /> The KRC Aggregate, Inc. quarry is located west of Lockeford <br /> and southeast of Clements, California. It is approximately 7 <br /> <. miles east on Brandt road off of State Route 88. KRC Aggregate <br /> owns approximately 1100 acres of which 110 acres is presently <br /> permitted for quarry excavation. The property is bound on' the <br /> ` north by Acampo Road. The East Bay Municipal Utility District <br /> aqueduct traverses a portion of our south boundary. Pacific Gas <br /> and Electric Company has pipelines and powerline easements on the <br /> property. The location of the pipelines and the powerline is <br /> ' shown on Exhibit 1 of the Reclamation Plan. An irregular 'parcel <br /> of land owned by KRC on the western boundary will not be included <br /> ' in the permit application. <br /> i <br /> t The site is presently being used for aggregate excavation, <br /> and cattle grazing. Cattle grazing is the major land use 'on <br /> adjoining property along with some chicken production facilities <br /> s to the south. <br /> Of the approximate 1100 acres owned by KRC Aggregate, ; Inc. <br /> 110 acres is currently permitted under Permit QX-86-1. An addi- <br /> tional 938 acres is proposed to be permitted by this application <br /> for a total permit area of approximately 1048 acres. <br /> The property is situated in the gently rolling foot hills of <br /> the Sierra Nevada Mountains, which are located east of the prop- <br /> erty. West of the property lies the Great Central Valley ,of <br /> California, a major agricultural producing region. <br /> Two tertiary-aged geologic formations lie beneath the over- <br /> burden; the Laguna Formation, a glacial melt-water deposit which <br /> includes the economic sand and gravel deposits present at ', the <br /> property, and the Mehrten Formation, a consolidated clay and <br /> sandstone.
