Ms. Mo Hatef
May 1, 2012
Page 2
The proposed railroad spur line embankment will need to be hydraulically analyzed for its
possible affect as a "finger levee" on the surrounding properties and existing flood control
system during a flood event. Mitigation of these possible affects will also need to be explored as
part of that analysis. This embankment's design and construction will also have to follow the
standards described in Title 23, Section 120, Levees.
Please be aware that the CVFPB's area of jurisdiction includes the entire Central Valley, along
with all tributaries and distributaries of the Sacramento and San Joaquin Rivers, and the Tulare
and Buena Vista Basins. California Code of Regulations Title 23, Waters, outlines the
regulations for the CVFPB, and they can be viewed at: http://www.cvfpb.ca.gov, along with other
helpful maps and information pertaining to the CVFPB's activities.
We appreciate the opportunity to comment on potential projects within your jurisdiction.
