` r <br /> Development Services <br /> Memorandum <br /> Preapplication Applications for <br /> SU-92-6/GP-92-8/ZR-92-8 <br /> Page 4 <br /> DESIGN REVIEW: <br /> In order to allow development with on-site services, all of the <br /> parcels in the proposed subdivision shall contain a minimum of two <br /> acres, subject to results of the Environmental Health Division's <br /> review of the Septic Suitability Study for the site. Section 9- <br /> 5004 (b) states that the maximum lot size that may be created in the <br /> zone is 150% of the zone's minimum parcel size. Lot 13 , containing <br /> 4. 0 acres,. is not in compliance with this requirement and may not <br /> be included on the tentative map that will be submitted with the <br /> full: application. <br /> The proposed subdivision's circulation pattern should be revised to <br /> provide secondary access. The street should be designed to align <br /> with both Emerson Drive to the east and Eunice Avenue to the north. <br /> See the attached memo from the Department of Public Works for <br /> additional comments on the . subdivision's access/circulation <br /> pattern. ' <br /> TRAFFIC/ATR QUALITY: <br /> The amount of traffic generated by the proposed project is not <br /> expected to result in significant, adverse impacts on the levels of <br /> traffic service in the area. Nor is the subdivision expected to <br /> result in significant air quality impacts in the area. However, <br /> the final determinations on these issues will not be made until the <br /> full applications are received and reviewed by the Depa.;tment of <br /> Public Works and the Council of Governments, respectively. <br /> In order- to proceed with the proposed project, the following shall <br /> be submitted with the formal applications: <br /> evidence of an approved soil suitability study; <br /> a revised tentative map showing compliance with the Planning <br /> Title's requirements for minimum/maximum lot sizes and widths; <br /> a revised tentative map showing two-acre minimum parcel sizes <br /> if the applicant proposes to develop the project with all on- <br /> site services; <br /> a revised traffic/circulation pattern as noted above; and <br /> evidence-of an agreement with the local school district on a <br /> means to mitigate the project's impacts on local school <br /> facilities. <br />
