Development Services
Memorandum
Preapplication Applications for i
SII-92-6/GP-92-8/ZR-92-8 f
Page 3
PUBLIC SERVICES:
The proposed project may have an adverse effect on the ability of
the local school district to maintain existing levels of service.
The degree of that effect has not: been determinedat this point and
can only be determined by further analysis. The impact may,
however,, be: mitigated through negotiations with the District.
The proposed project is not expectedtohave a significant 'impact
on the ability of the Sheriff's Department and Forest Lake Fire
District to maintain existing levels of protective services. The
full impact of the project will be ascertained at the time of full i
application processing.
TOXICS: f
The project site is located approximately 3 , 000 "fleet north of the
Lodi (Lind's) Airport. The EIR for the Woodson Estates project
(ER-89-4) located south of the project site andon the north side
of Jahant Road indicated that the proximity to the Airport's known
contaminated soils represented it potentially significant, adverse
impact of that proposed residential development. The toxics
E analysis stated that the most likely source of risk from , contact
with toxic materials would be from fugitive dust leaving the
airport. To date no evidence has been submitted to this office
indicating that the presence of toxic materials on the Airport site
reprui3ents a potentially significant impact on future residents of
this project. However, the State Department of Health Services
will be asked to assess and comment on the potential risk prior to
staff making an environmental determination anditaking action on
a the project.
AIRPORT:
I
The owner of the Lodi. Airport has responded to the preapplication
referral by registering his opposition to the project (see attached
letter) . That . opposition is based on a perceived inconsistency
with: the County' s Airport Land Use Plan (ALUP) , residential
encroachment on the Airport, the impacts of airplane noise on
future residences, and the incompatibility of the two use. Staff's
determination on consistency with the ALUP willlbe made following
the receipt of comments from the Council of Government's Airport
Land Use Committee, the State Division of ,Aeronautics, and the
w Federal Aviation Administration. ?
I
