Street,Tracy,California <br /> Dear Mr. Henderson: <br /> When you have had an opportunity to review our groundwater-quality monitoring report for the <br /> round of monitoring conducted at 7500 West Eleventh Street in Tracy, California`, (Ref. <br /> Groundwater-quality Monitoring Report- October 27, 2004, Former Fueling Station, 7500 West <br /> Eleventh Street, Tracy, California), you will see that we have made recommendations for an <br /> engineering program to bring the site to timely regulatory closure. <br /> Our recommendation that future work at the site be planned in the context of closure activities is <br /> based on the following conclusions that we have stated in that report. <br /> 1. The plumes of water affected by releases of fuel hydrocarbons at the former fueling _— <br /> station at 7500 West Eleventh Street are stable and the northerly, down-gradient <br /> limit of the primary plume_is receding southward. _ a <br /> 2. No floating product is currently present on the groundwater within the plumes. <br /> 3. Concentrations of components of fuel hydrocarbons within the plumes of affected, <br /> groundwater are oscillating around a downward trend. <br /> 4. The extensive program of subsurface investigation and groundwater monitoring <br /> that has been completed at the subject site has produced the data necessary to <br /> adequately define the-lateral and vertical extent zones of the subsurface that were <br /> affected by the releases of fuel hydrocarbons. <br /> Consistent with our conclusions and with the objective of cost-effectively bringing the site to <br /> closure and to reduce expenditures by the California Underground Storage Tank Cleanup Fund to <br /> the minimum consistent with practically-achievable environmental protection goals, our <br /> recommendations for future work at the site include the following: <br /> 1.
