Planning for Closure of 750eWest Eleventh Street, Tracy Page 2
evaluation would be based on an extended round of groundwater-quality
monitoring to be conducted in February 2005. That monitoring round would
include analyses designed to confirm the presence of hydrogeologic and
geochemical conditions that are supportive of the process of intrinsic attenuation,
including attenuation by natural bioremediation, that appears to be active at the site.
2. After the round of groundwater-quality monitoring proposed for February 2005 has
been conducted, Monitoring Wells MW-3A, MW-313 and MW-12A should be
closed under the permit and oversight of the SJCEHD. These wells have supported
assessment of the vertical extent to which soil and groundwater is affected by fuel
hydrocarbons. However, they penetrate aquifers at depth beneath the site and,
because they are no longer needed to support the technical objectives of the site
characterization and monitoring program, their continued presence now represents
an unnecessary risk to groundwater quality in the unaffected aquifers which they
penetrate. We propose to close other wells on the site according to a schedule that
we propose to dcvelop in consultation Lvitli you and that Rill be based on the
proposed assessment of intrinsic remediation active in the subsurface.
3. We also recommend termination of sampling and analysis of groundwater in
potable water supply wells in the neighborhood of the site. Three quarterly rounds
of monitoring of the quality of those water supplies has shown them to be free of
any analytes of concern related to the releases of fuel hydrocarbons that occurred at
the 7500 West Eleventh Street site. The affected well owners should be notified of
the successful completion of the monitoring program.
To ensure that our work will be compatible with your agency's directives, to initiate the proposed
program we would like to meet with you so that we can discuss the specific tasks to be performed
and provide an overview of the technical aspects of the proposed procedure for evaluation of
intrinsic remediation that appears to be active at the site. A meeting in early-to mid-January 2005
would be consistent with the proposed field schedule, which calls for the round of sampling
designed to evaluate the sustainability of intrinsic remediation at the site to be conducted in
February of that year.
If you have any questions, please call me at(510)336-9118.
Sincerely
D.
