Navarra -2- January 12, 2000 <br /> the workplan, you may submit another pre-approval request for these costs in the future for <br /> reconsideration. <br /> * Reasonable costs for the 3 borings and the installation of 2 monitoring wells directly north of the <br /> subject site will be pre-approved with the condition that field data from the source area warrants. <br /> Based on communications with your consultant,Mr. Bernie Dietz, it is my understanding that the <br /> investigation will begin by establishing the off-site plume boundaries first. However, San Joaquin <br /> County EHD, as indicated on their approval letter, had concerns on how the investigation should <br /> proceed. It is their concern that without knowledge of the vertical extent of the contaminant plume in <br /> the source areas, it will be impossible to know the depths to which the lateral borings must be <br /> advanced. <br /> Table 1 <br /> Reasonable Costs for Proposed Activities <br /> Task Reasonable Cost Comments <br /> 1.Regulatory consultation $720 Only eight hours of senior engineer time is determined <br /> reasonable for this task. <br /> 5.Topographical survey $600 Aerial survey does not appear necessary. Only 8 hours <br /> of assistant engineer time is determined necessaxy. <br /> 6. Site characterization field work $17050 Cost includes 12 borings and 4 MW's around the <br /> source area and conditional pre-approval($2600)for <br /> 2 MW's and 3 borings north of the subject site. <br /> Proposed cost is also reduced by costs of using <br /> company-owned small equipment.These costs are <br /> considered ancillary charges and are not reimbursable <br /> by the Fund unless supported by 3-bids and are <br /> determined to be reasonable. <br /> 7. Laboratory analyses $7970 Proposed cost is reduced by cost of analyzing samples <br /> from 7 borings and 2 MW's east and northeast of <br /> subject site. Conditional pre-approval in the amount of <br /> $1795. <br /> 8. Characterization report $2500 Proposed cost is much higher than what Fund staff <br /> would expect to see and had been reduced <br /> accordingly. However,cost to prepare the report will <br /> be evaluated at time of reimbursement request based <br /> on the actual report submitted. <br /> TOTAL REASONABLE COST $28,840 <br /> California En vironmental Protection Agency <br /> ec3 Recycled Paper <br />
