I have included a copy of the "Cost Pre- <br /> Approval Request" form; please use this form in the future for requesting pre-approval of corrective <br /> action costs. <br /> Pursuant to Section 2811.4, subdivision (c), of the Cleanup Fund regulations and based on the materials <br /> submitted,the Cleanup Fund must unfortunately deny your request for pre-approval at this time because <br /> you have failed to submit the required three bids for the consultant portion of the pre-approval request and <br /> the single, submitted bid is unreasonable for the scope of work. If you subsequently secure the requisite <br /> bids for the tasks covered by the pre-approval request, the Cleanup Fund will evaluate the reasonableness <br /> of the costs in light of the bids. <br /> Alternatively, the Cleanup Fund has determined that$28,840 is reasonable for the tasks submitted based <br /> on Cleanup Fund experience with similar sites. The breakdown of costs associated with each task is <br /> shown in Table 1 on the next page. You may resubmit the existing bid and request pre-approval for the <br /> amounts specified in Table 1. If your resubmitted pre-approval request only seeks pre-approval for the <br /> amounts specified in Table 1 and you request waiver of the three-bid requirements as unnecessary, the <br /> Cleanup Fund regulations allow the Cleanup Fund to find the three-bid requirement unnecessary because <br /> it has already determined the amounts in Table i to be reasonable. <br /> If the Cleanup Fund finds that the three-bid requirement is unnecessary for a particular task or pre- <br /> approval, then the regulations permit the Cleanup Fund to waive the three-bid requirement. A waiver <br /> does not waive the three-bid requirement for the claim,but only for the tasks covered by the pre-approval <br /> request. Again, if you decide to seek waiver of the three-bid requirement because it is unnecessary, then <br /> you must provide a written request for waiver of the three-bid requirement and resubmit your pre- <br /> approval request seeking only the amounts specified in Table 1. The reasonable cost as presented on <br /> Table I is for completing the June I999 The San Joaquin Company, Inc. workplan with the following <br /> exceptions and/or provisions: <br /> • Cost determined reasonable does not include costs for the installation of the 2 monitoring wells <br /> and 7 borings east and northeast of the subject site. As implied in the approval letter and confirmed <br /> during my conversation with Ms. Lori Duncan of the San Joaquin County EHD on January 04, 2000, <br /> this portion of the workplan is unwarranted and therefore not directed and/or approved. If upon <br /> review of existing information and information gathered during the next phase of the investigation, <br /> and with concurrence from-the San Joaquin EHD, it is deemed necessary to conduct this portion of <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
