The EHD therefore reapproves the corrective action plan presented in Corrective
Action Plan for Former Fueling Station 7500 West Eleventh Street, .Tracy, California (CAP),
dated 25 July 2007 as augmented by Corrective Action Plan (Addendum) far Former Fueling
Station 7500 West Eleventh Street, Tracy, 'California .(CAP Addendum), dated October 2007
and memo dated'31 MarcH 2008; all prepared by The San Joaquin Company, Inc. (TSJCI).
.. ► ,
k;
The CAP and CAP Addendum are reapproved, as was previously approved by the EHD;Ietter
dated 15 February 2008. Provide the EHD a minimum 48-hour notification prior-to.the initiation'-
of any field work.
The EHD has also reviewed Work Plan for Evaluation of MTBE Migration and Soil-Gas Survey
(WP), dated. Apfil 2009, prepared by TSJCI in response. to the EHD directive letter of
28 December 2009. TSJCI presented an evaluation of the potential for vapor4intrusion-issues` j
related to the unauthorized release from yourformer u.ndergrowid-storage tank (UST) system.
TSJCI utilized the Environmental Screening Levels (ESLs) established by the San Francisco
Bay Regional Water.Quality Control"Board'to evaluate the potential for vapor intrusion issues {r
and found the potential to be low. TSJCI also noted that, according to authoritative guidance fi
documents, the soil conditions and high water table conditions at your site are not amenable to
soil gas sampling for evaluating the vapor intrusion potential. TSJCI recommended not
conducting a soil gas investigation and requested a written response from the EHD regarding
this recommendation. The EHD accepts the conclusion of the vapor intrusion evaluation
presented by TSJCI and does not require collection of soil gas samples.
To further assess the migration of MTBE, TSJCI proposed in WP to advance six push probe
borings to total depths of .20 feet below surface grade (bsg), collect soil samples at 5-foot
intervals and collecting groundwater samples from, the borings utilizing a temporary well casing
inserted E into the boring. TSJCI proposed submitting the groundwater samples and selected soil
j,
I
Work Plan Approval Letter 0609
i
I
Work Plan Approval Letter 0609
Ef
