I <br /> Development Committee -2- ' <br /> GP-92-4 AND ZR-92-3 <br /> i <br /> The applicants appealed this denial to the Board of Supervisors, E <br /> who, on July 20, 1989, denied the appeal and upheld the Planning <br /> Commission's earlier denial. ' <br /> In the intervening years there have been no significant changes <br /> in circumstances in the Morada area, or in the General Plan <br /> policies addressing agricultural resources, and rural besidential <br /> development. As with the previously proposed project, this <br /> project appears to be inconsistent with numerous aspect of the <br /> General Plan. The following is a discussion of the pertinent <br /> elements of the General Plan. <br /> Rural Residential Principle No. 1: <br /> Rural residential areas should be kept to a minimum in number and <br /> extent. <br /> This policy is meant to recognize existing areas and to <br /> limit the expansion of these areas into viable <br /> agricultural areas. This proposal is inconsistent with <br /> this policy in that it would expand the Morada rural <br /> residential area by 43 acres into an agricultural area. <br /> Rural Residential Principle No. 3: <br /> Future rural residential development will take place only within <br /> the designated areas and outward expansion will be discouraged. <br /> This development should occur in a manner that will maintain the <br /> rural character of the area. <br /> I <br /> - The proposed project would be inconsistent with this <br /> principle in that it would be an outward expansion of <br /> the existing Morada Rural residential area into prime <br /> agricultural land. <br /> Agriculture Principle No. 1: <br /> The resources upon which agriculture is based will be protected, <br /> and the utilization of these resources for agricultural purposes <br /> will be encouraged. <br /> The proposal is inconsistent with this policy in that <br /> it would correct approximately 43 acres of prime <br /> agriculture land to residential uses. <br />
