Certify Environmental Impact Report No. ER-88-1 with Findings <br /> for Certification and Findings of Significant Environmental <br /> Impacts (Attachment A) ; <br /> 2 . Recommend that the Board of Supervisors approve General Plan <br /> Amendment No . GP--87-16 as proposed in Exhibit No. 1 and based <br /> on the Basis for General Plan Amendment in the staff report , <br /> and adopt a Statement of Overriding Considerations <br /> (Attachment B) ; <br /> 3 . Recommend that the Board of Supervisors approve Zone <br /> Reclassification No . ZR-87-35 as proposed in Exhibit No . 1 <br /> and based on the Bases for Zone Reclassification in the staff <br /> report ; and <br /> 4. Adopt a resolution intending to approve Major Subdivision <br /> Application No . SU-87-23 contingent upon Board of Supervisors <br /> approval of GP-87-16 and ZR-87--35 , based upon the Findings <br /> for Major Subdivision in the staff report and subject to the <br /> recommended Conditions of Approval . <br /> BASIS FOR GENERAL PLAN AMENDMENT <br /> "The internal consistency of the General Plan is maintained in <br /> the adoption of the Amendment . " <br /> ° Staff can make this determination because the proposed General <br /> Plan Amendment is consistent with the intent of the General <br /> Plan. The various General Plan principles that are detailed <br /> below seek to discourage the proliferation of Rural Residential <br /> Areas,' to minimize the impact of residential development on <br /> agricultural areas, and to provide for a. variety of housing <br /> types. This proposal is consistent with the General Plan for <br /> the following reasons: <br /> ( 1 ) It involves the expansion of an existing Rural Residential <br /> Area, rather than the creation of a new Rural Residential <br /> Area. <br /> (2 ) There is demand for this type of housing,- and the existing <br /> Morada area is nearly all developed or is in the process of <br /> Qa , developing. <br />
