"The proposed zone district is consistent with the General <br /> Plan. " <br /> Staff can make this determination because the RR-65 zone is <br /> a consistent implementing zone for the General Pian <br /> designation of Rural Residential . <br /> 2 . "The site of the proposed zone district is suitable for any <br /> of the land uses permitted within the proposed zone district . " <br /> ° Staff can. make this determination because the site is of <br /> sufficient size to accommodate the uses permitted in the <br /> RR-65 zone, and the lot sizes are large enough to accom- <br /> modate the necessary facilities for development . <br /> 3 . "The proposed zone district is reasonable and beneficial at <br /> this time. " <br /> ° Staff can make this determination because the Morada Rural <br /> Residential Area is nearly built out , and there are no <br /> other Rural Residential Areas available in the Stockton <br /> area to accommodate the demand for this type of property. <br /> 4 . "The proposed zone district will not have a substantial , <br /> adverse effect on surrounding properties . " <br /> ° Staff can make this determination because the parcel sizes <br /> are large enough to buffer residential uses from adjacent <br /> agricultural uses. <br /> FINDINGS FOR MAJOR SUBDIVISION <br /> 1 . "The proposed map is consistent with applicable General and <br /> Specific Plans . " <br /> Staff can make this finding because the proposed map is <br /> consistent with the Rural Residential designation of the <br /> General Plan. No Specific Plan has been adopted for this <br /> project site . <br /> 2 . "The design or improvement of the proposed subdivision is <br /> consistent with applicable General and Specific Plans . " <br /> -3- <br />
