The pro- <br /> posed residential uses are not compatible with many agri- <br /> cultural practices, including aerial spraying, noise, and dust . <br /> The EIR suggests mitigation measures to reduce this conflict <br /> but concludes that land use conflicts will arise as a result of <br /> farming activities adjoining residential areas. <br /> In addition to the loss of agricultural lands , and the poten- <br /> tial for land use conflicts between incompatible land uses , <br /> there is also the potential for trespass onto adjoining agri- <br /> cultural properties. A condition of approval for the Major <br /> Subdivision has been developed that addresses this issue . <br /> FACILITIES SERVICES : <br /> Water , Sewers and .Storm Draina e Facilities: <br /> The Major Subdivision was filed pursuant to Section <br /> 9-10002 ( c) ( 1) of the Planning Title . This section allowed <br /> Rural Residential tentative subdivision maps filed prior to May <br /> 28 , 1987 , to be considered under development standards in <br />' effect prior to that date. On that date , the Board of <br /> Supervisors adopted the County Development Ordinance, which <br /> required (among other items) that Rural Residential parcels <br /> less than two acres be served by a community 'water system and a <br /> community drainage system. As proposed, the Morada Meadows <br /> subdivision would be served by individual wells, individual <br /> septic systems, and on-site drainage ponds . However , the code <br /> provision cited above is permissive, and actual service <br /> requirements depend on site-specific conditions. In the case <br /> of Morada Meadows, the recommended conditions of approval call <br /> for a community water system and a terminal drainage system. <br /> The Department of Public Works and the Local Health District <br /> recommend that a public water system be constructed. The <br /> Environmental Impact Report (EIR) prepared for this project <br /> noted that the proposed use of on-site sewage disposal , in con- <br /> junction with individual water wells , presents a potential risk <br /> of water degradation from nitrates and fecal coliform. This <br /> potential problem can be better monitored and controlled with a <br /> public water system. In addition, due to the number of septic <br /> tanks' being proposed and installed in this area, the. residents <br /> can be better served with a public water system. <br /> The Department of Public Works recommends that a terminal <br /> drainage system be constructed. The EIR has noted that the <br /> utilization of on-site retention ponds to accommodate storm <br /> -11- <br />
