• This Principle of Compatibility can be made because the use-.:ill not significantly displace <br /> or impair current or reasonably foreseeable agricultural operations on the subject <br /> contracted parcel or parcels or on other contracted lands in agricultural preserves. The <br /> proposed use is for a poultry egg farm on the contracted parcel. <br /> (3) The use will not result in the significant removal of adjacent contracted land from agricultural or <br /> open-space use. In evaluating compatibility a board or council shall consider the impacts on <br /> noncontracted lands in the agricultural preserve or preserves. <br /> • This Principle -of Compatibility can be made because the existing use, Animal Raising - <br /> Smatl Animals, will encourage continued and expanded agricultural uses in the area. The <br /> Animal Raising - Small Animals use type is a permitted use on property u-nder contract <br /> subject to an approved Site Approval application. The existing use is a poultry egg farm and <br /> is consistent with surrounding agricultural uses and with the AIG (General Agriculture) <br /> General Plan Designation. Therefore, it will not result in the significant removal of adjacent <br /> contracted land from agricultural oropen-space use. <br /> Parking and Loading <br /> The site plan depicts forty-three (43) proposed automobile parking spaces for Phase 2 and seven (7)- <br /> additional proposed automobile parking spaces for Phase 3. SA-92-0073 required two (2) parking spaces <br /> for the single family residence on-site and a minimum of three (3) parking spaces for the office/processing <br /> plant. Pursuant to Development Title Section 9-1015.3, the Animal Raising - Small Animals use type <br /> requires 0.67 spaces per 1,000 square feet of buildings. As a result, no neer parking spaces are required for <br /> Phase 1 since no buildings are proposed. However, twenty-two (22) additional parking spaces are required <br /> for Phase 2; thirty seven (37) additional parking spaces are required for Phases 3, 4,and 5 for a total of one <br /> hundred and eleven (111) parking spaces; and thirty-three (33) additional parking spaces-are-required for <br /> Phase 6 for a minimum of one hundred and sixty-six(166) parking spaces at full build-out. <br /> The site plan also depicts eighteen (18) existing truck loading spaces. Pursuant to Development Title <br /> Section 9-1015.6(b), two (2) loading spaces shall be required for each use having twenty thousand (20,000) <br /> to forty thousand (40.000) square feet of gross floor area. In addition, one (1) loading space is required for <br /> each twenty thousand(20,000)square feet of gross floor area, or major fraction thereof, over forty thousand <br /> (40,000)square feet. As a resutt, no new loading spaces are required for Phase 1 because no buildings are <br /> proposed. Additionally, no new loading spaces are required for Phase 2 because the existing loading <br /> spaces already meet the required number of loading spaces for the-existing and proposed structures in <br /> Phase 2. However, one (1) additional loading space is required for Phase 3; three (3) additional loading <br /> spaces are required for Phase 4; three (3) additional loading spaces are required for Phase 5; and two (2) <br /> additional loading spaces are required for Phase 6 for a minimum of twenty-seven_(27)loading spaces at full <br /> build-out. <br /> However, pursuant to Development Title Section 9-1015.9, the automobile parking and truck loading <br /> requirements may be modified by the Director in cases in which the requirements set forth may be <br /> considered insufficient or excessive. The applicant submitted a letter requesting a modification from the <br /> required one hundred and sixty-six(166) parking spaces to_parking spaces, and from twenty-seven (27) <br /> loading spaces _ loading spaces because the expansion project will not include an increase in the <br /> number of employees and will only include a minimal increase in the number of truck trips to the site. The <br /> Community Development Department has reviewed the request and is recommending that the Planning <br /> Commission approve the project with a reduction in the required amount of parking. <br /> San Joaquin County PA-1500200/Jenkins <br /> Community Development Page 4 <br />
